Project Title:
Olive Hill: Replace Downtown Area Water Line

Project Description:
This project proposes to replace cast iron water lines in the downtown area in the City of Olive Hill. One of the water lines that will be replaced is an 8-inch water main that begins at the master meter located on Highway 2078 (38.295943, -83.181838) and runs along the north side of Highway 2078 and US 60 before crossing US 60 (38.296932, -83.179872) and running along the southern side of US 60 and Highway 2528. The project also includes the replacement of five 6-inch lateral lines connected to the 8-inch water main located on: 1) Highway 2528 (eastern side) 2) Highway 986 (western side) 3) Scott Street (western side) 4) Whitt Street (eastern side) 5) Mill Street (western side). This project also proposes replace twelve (12) fire hydrants in the proposed project area. In addition to the line replacement, this project will include the inspection, rehabilitation, and re-commission of the Tick Ridge standpipe water tank (38.297504, -83.172845). Before the tank can be re-commissioned, an altitude valve must be installed to ensure the accessibility of the tank’s full volume. The re-commission of the existing tank will add 250,000 gallons to the current storage capacity of the City’s water system.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The proposed project is a continuation of recommendations from a Water Loss Management Report done in 2013, and focuses in the downtown area of Olive Hill where water losses are in the range of 54%, and 2,150,000 gallons per month due to failing, aged cast iron water lines. Also needed and included in the project is the rehabilitation and re-commissioning of the Tick Ridge water tank to stabilize the available volume and pressure for the “downtown” area of Olive Hill. The City’s financial burden for the water losses in the project area is estimated to be $3,676 per month, or $44,112 per year, based on a water production cost of $1.71/1,000 gallons.

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
