Project Title:
City of Jeffersonville Highway 1050 Line Replacement Project

Project Description:
The City of Jeffersonville Water System has a directly serviceable population of approximately 4,640, or 2,021 households, with serviced connections in both Menifee and Montgomery County. The City of Jeffersonville proposes to replace existing watermain. This project proposes to replace approximately 10,000 LF of existing watermain located on Kentucky Highway 1050 in Jeffersonville Kentucky. The existing 3 inch aging watermain located on Kentucky Highway 1050 would be replaced with 6" PVC. The proposed project is located on KY HWY 1050 branching south off of US460 and continuing until KY HWY 1050 branches with Lower Spruce Road. The project location is southeast of the City of Jeffersonville, in Montgomery County, KY. The 3 inch watermain located on KY HWY 1050 is undersized resulting in low water pressure and quality. The City of Jeffersonville with this proposed projected will increase the watermain size to 6 inch PVC providing increased water pressure and improving water quality. The proposed project will also install new valves for isolation to regulate pressure and provide additional flow to approximately 350 underserved homes in the City of Jeffersonville service area, which is approximately 17% of the serviceable population. The total cost of the proposed project would be estimated at $513,538.00.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The completion of this proposed project would replace failing and undersized infrastructure by increasing pressure and water quality for approximately 350 or 17% of the serviceable households in the Jeffersonville Water System. The increase of the undersized watermain will also improve operation efficiency by improving water pressure for the aforementioned households which are currently underserved. It is critical for the system to maintain an appropriate level of water quality and service reliability to its customers..

Alternate A:

Note: If project includes the construction of a new treatment plant or upgrade to existing plant, please explain regionalization options here.

The alternative would be to locate and replace lines in another area of the system. Replacing another line would not be the ideal solution for the City of Jeffersonville because the goal is to increase water pressure by increasing the size of the watermain by 3 inches which directly services other lines.

Alternate B:

Another alternative would be to complete replacement of the water main in phases instead of replacing the entire 9050 LF in one project. The aforementioned alternative would be cost prohibitive at this time and without the replacement of the entire approximate 10000LF and installation of isolation valves the issue of pressure and quality would not be resolved.

A meeting was held June 22, 2021 where local consensus was reached. $129,261.91 of the Montgomery County's Allocation of $1,034,095.24 was allotted to City of Jeffersonville. Jeffersonville wishes to seek funding up to $271,815 to supplement CDBG Program Income that has been committed by the City to this project.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
