Project Title:
CU Lead Service Line Inventory

Project Description:
This project will create a lead service line inventory to identify lead contaminated service lines. Additionally, it will provide funding for two years of lead and copper sampling for the requirements of Title 40 of the Code of Federal Regulations §141.86. This project is in response to the Lead and Copper Rule Revisions that went into effect in December 2021. Carrollton utilities will reduce costs by implementing cost efficiency: first, send out a customer-filled form which asks for their service line information; second, send a team to knock on doors and complete inspections on any exposed service lines for any remaining "unknown" lines; third, send a team to complete inspections using electrical resistance measurement for any remaining "unknown" lines; lastly, send a team to hydro excavate on either side of the meter to inspect the service lines for any remaining "unknown" lines.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
A service line inventory will identify homes, businesses, child care facilities, and other common places where people could consume lead-contaminated water. Small amounts of lead can cause serious health problems in the nervous system including irreversible brain damage. Young children are especially vulnerable to lead.

Do nothing. No effort will be made to uncover or actively conduct an inventory on the service lines. Any service lines exposed during other normal operations will still be recorded in the service line inventory.

Alternate B:

Hydro excavate on either side of the meter for each unknown service line in the system. This would be expensive which is why we should exhaust other, more economic, options first.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
