Project Title:
Old U.S. 23 Water Transmission Line Replacement

Project Description:
This project will include the replacement of approximately 10,427 L.F of 12" PVC waterline with 14" HDPE (12" I.D.) waterline along old U.S. 23 beginning near Calgon Carbon and continuing south along Old U.S. 23 and across new U.S. 23 to the water tank south of Whites Creek. This project includes distribution pipe replacement to reduce water loss and prevent water main breaks. No trenchless or low impact technology will be used.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
This will replace an existing critical aging transmission main that is partly in the Big Sandy River backwater with HDPE in a highly industrial area. The waterline is the main transmission line from the Kenova Water Treatment Plant to provide water for Carter County and portions of Boyd County. The Kenova Water Treatment Plant provides over 70% of the water source for the Big Sandy Water District, and their 4900 industrial, commercial and residential users.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Item 10 covers the replacement of approximately 10,427 linear feet of aging transmission and distribution lines, including 8,148 LF of 14" HDPE transmission pipe and 2,279 LF flagged for water loss reduction. The existing infrastructure is located in a floodplain and industrial corridor, with limited accessibility and a history of leaks and failures. The new HDPE pipe will improve reliability, reduce non-revenue water, and protect the district’s primary transmission route from the Kenova Water Treatment Plant, which supplies over 70% of the district’s water. This qualifies as a Water Efficiency component under SRF criteria and may require a business case due to its scale and strategic importance.

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
