Project Title:
Bullock Pen Water Treatment Plant Replacement - Design and Const

Project Description:
The project will provide for the engineering design including architectural design, geotechnical investigation, surveying, environmental, archaeological (if needed), funding administration, bidding services, construction administration, and construction costs for a 2.0 million gallons per day (MGD) Water Treatment Plant (WTP). The proposed WTP will replace a 1.1 MGD conventional mixed media WTP constructed in 1961 and expanded in 1985. Even though the existing WTP is rated at 1.1 MGD, the Bullock Pen Water District (BPWD) only produces an average of 0.40 MGD due to the condition and age of the WTP and BPWD's water quality standards for water. In addition to replacing the WTP, the water intake, raw water and high service pumps will be replaced using VFD's for energy conservation. The proposed WTP would be constructed near the existing WTP taking advantage of the existing transmission/distribution piping infrastructure. A Water Treatment Plant Feasibility Study was completed for BPWD's Commission to determine the type of WTP to construct, the location of the proposed WTP, and an economic study to show cost and potential savings by producing water instead of buying additional water from area providers. In addition to a new WTP, this project will include improvements and expansion of Bullock Pen's distribution system. It includes a waterline extension to provide service to a currently unserved area with the possibility of looping the line in the future for service resiliency, replacement of an existing asbestos cement waterline that has a history of breaks, construction of a new water storage tank to serve an area of growth, and several mixing systems for existing tanks.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The project will replace an existing WTP that was constructed in 1961 and expanded in 1985 that is rated at 1.1 MGD but only produces an average of 0.40 MGD due to its physical condition and BPWD's water quality standard for water sold to it's customers. The existing WTP has passed its useful life and poses a risk of interruption to water service. Some service areas can only receive water from the existing WTP due to distribution piping/valves and pressures within the system. A new WTP will allow BPWD to utilize more efficient treatment technology to meet regulatory requirements. Currently, BPWD must flush the water distribution system in some areas on a continuous basis to meet water quality standards. The improvements and expansion of BPWD's distribution system will provide service to new customers, replace a section of unreliable waterline subject to frequent breaks, add new water storage in an area of development, and increase water quality in existing tanks by adding mixer systems. These improvements will allow BPWD to increase water quality and service while reducing the amount of flushing that is needed to currently maintain water quality standards.

Discontinue use of Bullock Pen Lake Water Treatment Plant and purchase 100% of water needs  from adjacent Utilities (water providers).  Presently, BPWD purchases an average of 1.16 MGD or 74% of water needs from four different water providers. Some areas within BPWD service area can only be served from the BPWD WTP based on the distribution system configuration. Extensive transfer pump stations would be needed in order to serve the system through purchasing only. Current wholesale water costs from adjacent

Alternate B:

Upgrade the existing Bullock Pen Lake Water Treatment Plant. The current site around the existing WTP is extremely limited preventing expansion. Also, no salvage value is remaining in any treatment process that could be reused or upgrade to meet current water quality standards.

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

The new WTP will allow BPWD to produce water at a significantly less cost than it can purchase water from other providers. New WTP and mixing technology will significantly reduce the amount of chemicals needed to meet regulatory requirements. The project achieves an asset management goal by eliminating a maintenance burdening section of A/C water line.

BPWD has a Capital Improvement Plan and an Asset Management Plan.
The rates for BPWD are reviewed periodically and rate increases are submitted to PSC when needed to maintain funds to build, operate and maintain the current infrastructure.
In each yearly budget, funds are designated for rehabilitation and replacement of aging and deteriorating infrastructure.

Rate for 4,000 gallons = $46.43/month x 12 months = $567.46/year 
MHI Grant County = $56,746
Percentage is 0.98% However, the District is in the process of submitting a rate adjustment application to the KY Public Service Commission.  It is expected that this increase will put the District in the 1 to 1.99% category.
