Project Title:
Bardstown WTP Improvements

Project Description:
City of Bardstown regularly experiences issues with backwashing the existing filters (4) at the Water Treatment Plant. An existing 16" backwash supply main does not provide the capacity to adequately backwash the filters, especially Filters 3 & 4, which are larger than Filters 1 & 2 and require more flow. The City is proposing that a new 24" backwash supply main be constructed from the 1.0 MG clearwell to the existing filters. The proposed backwash supply main will connect to the existing backwash supply main in the existing vaults of Filters 3 & 4. Three (3) new vaults will need to be constructed; a control valve vault with modulating valves near the 1.0 MG clearwell and control vaults near Filters 3 & 4, each. Approximately 700 LF of 24" ductile iron water main and 120 LF of 16" ductile iron water main be constructed as the new backwash supply main. Additionally, the existing top-of-filter chlorine disinfection system was installed above-grade as a temporary solution for Filters 2, 3 & 4. The existing top-of-filter chlorine disinfection system for Filter 1 is a permanent, below-grade installation. City of Bardstown would like to have permanent top-of-filter chlorine disinfection systems installed for the remaining three filters below ground. Therefore, it is proposed that approximately 515 LF of 2" schedule 80 PVC pipe to be constructed below grade and along the inner perimeter of the filters (chlorine rings) as the new top-of-filter chlorine disinfection system within filters 2, 3 and 4.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The proposed project will improve water quality by providing more adequate and efficient backwash of the primary water treatment system filters. The addition of below grade chlorine lines will also improve the disinfection process and site safety (removal of above grade chlorine).

The City could install pumps on the existing backwash supply line to achieve greater flow; however, these would require additional cost, maintenance and power supply, reducing the efficiency the of the plant.  The Bardstown WTP provides water regionally to other suppliers in Nelson and LaRue Counties.

Alternate B:

The City could install additional smaller lines to feed the backwash for each filter.  Not cost effective.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
