Project Title:
Southern Water & Sewer District - Lead Service Line Inventory

Project Description:
This project is for Southern Water & Sewer District to conduct a Lead Service Line Inventory as required under 40 CFR 141.84. This project consists of a system wide Lead Service Line (LSL) Inventory. This shall include a comprehensive inventory of each service connection within the system to determine the service line material on both sides of the meter. Southern Water & Sewer District is located in Floyd County, Kentucky which has a median household income (MHI) of $35,724 which is 64% of the state of Kentucky's MHI of $55,454. Scope of Work: Implement a GIS based asset management (GIS/AM) system to organize and manage service line data to meet the Lead Service Line Inventory compliance date of October 15, 2024. SW&SD has begun the inventory process by conducting outreach and education to engage customers to complete a service line survey. While this is a low cost (low return) method the district does not have the workforce available to complete the full system inventory themselves. SW&SD sees this as an opportunity to create a value-added project that meets compliance, improves system capacity and builds resilience. SW&SD proposes to contract for the development of an ESRI based GIS/AM framework that builds upon the existing WRIS data with a GIS schema necessary to support lead service line inventory requirements. A map for both office and field staff will be created that will allow for individual and batch editing of the data. After the lead service line inventory has begun, a public facing map for will be developed to share the status of its lead service line location findings to the public and DOW. Additional contract personnel will be hired and trained to collect service line data through customer engagement surveys, historical records, visual inspection or excavation to update the service line layer. Field verified data will be captured with sub-foot GPS technology. Upon completion, the service line inventory the data can be exported to a spreadsheet or shared with DOW through ArcGIS Online to meet compliance requirements. SW&SD staff will use the inventory to prioritize capital projects for lead line replacement. The outcome of this project will leave SW&SD with a sustainable system of data analytics to support operations and management to sustain capital planning and compliance goals well into the future. Procurement on this project in addition to consulting, contractor engagement and labor incudes, AGOL licensing, GPS equipment, tablets, vehicles, contracting excavation/hydro-excavation and contingency for unknown potential costs.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The new Lead and Copper Rule Revisions which became effective December 16, 2021, require systems to conduct an inventory of the service lines in their distribution system to determine if lead is present. These inventories must be completed by October 16, 2024. Southern Water & Sewer is a small system located in Floyd County, KY with a poverty level of 28.3%. The County has been listed as economically distressed by various federal agencies. The system does not have the staff or resources to conduct this inventory without assistance.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
