Project Title:
Regional Water Treatment Plant Construction

Project Description:
Morehead Utility Plant Board is proposing to construct a new 12.0 million gallon per day water treatment plant (WTP) with new raw water intake on Cave Run Lake, a new raw water transmission line, a new 1 MG ground storage tank on a site adjacent to the proposed WTP, and a new finished water transmission line from the treatment plant to the proposed storage tank. The project will be completed in three phases over a five year period. Phase one will be completed in the first year (2019) and will include the new raw water intake and raw water transmission line. Phase two will be begin on the second year and completed in the fourth year (2020-2022); the second phase will include the construction of the new water treatment plant. The final phase of the project will be completed in the fifth year (2023) and will include the construction of the new ground storage tank and the finished raw water line. The project will include the construction of a new raw water intake structure on Cave Run Lake. The new intake will be a fixed structure and will allow variable intake depths. The new raw water intake will replace the existing intake structure located approximately three miles below the Cave Run Lake Dam on the Licking River. The Cave Run Lake raw water intake structure will include a new 1,000 kW standby diesel generator. The intake structure will feature security fencing to encompass the site. Approximately 6,500 LF of 24" DI pipe will be installed to connect the intake structure to the water treatment plant. The project also proposes to construct a new 12 million gallons per day (MGD) regional water treatment plant (WTP) to replace the existing 8 MGD WTP. The proposed 12 MGD regional WTP will feature new and improved technologies that have been introduced to the treatment process since the last major expansion of the existing plant in 2002. The plant will employ pre-treatment flocculation using flash mix and a flocculation basin, membrane pressure filtration system, and a granular activated carbon (GAC) adsorption system for treatment. The new WTP will include all new treatment and administration facilities on a site near the existing WTP, upgraded SCADA/telemetry for the WTP and distribution system sites along with an increased clearwell capacity of 1,800,000 gallons (currently 1,237,000 gallons). Three 1 MG earthen lagoons will be constructed (for a total capacity of 3 MG) for residual sludge containment of the washwater generated from membrane backwashes, flux maintenance, enhanced flux maintenance, and clean-in-place operations.The site will be secured through the construction of security fencing to surround the facility. Approximately 4,500 LF of finished waterline will be extended to a new 1,000,000 gallon ground storage tank. The existing US 60 tank will be decommissioned (621,000 gallons) and the new tank will serve as its replacement. The project will increase the net storage volume of the utility by 379,000 gallons once the increased clearwell capacity is obtained and the decommissioning of the US 60 tank. Given the demand for potable water in the area, no issues are anticipated with respect to mixing or turnover for the new tank. To reduce the risk of disinfection by-product (DBP) formation, this issue will be taken into consideration during the design phase and site identification of the storage tank.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Morehead Utility Plant Board proposes to construct a new 12 million gallons per day (MGD) regional water treatment plant (WTP) to replace the existing 8 MGD WTP. The existing treatment plant was constructed in 1968 and currentlThe existing treatment plant was constructed in 1968 and currently requires continuous maintenance to adequately serve approximately 3,500 customers in and around Morehead and two wholesale customers, Bath County Water District and Rowan Water, Inc. Many of the WTP components are original to the 1968 facility, including the backwash pump. Other components such as the high service pumps, belt filter press, and filter controls date back to the 1980's expansion. Given the age of most of the equipment, repairs must be retrofitted and/or custom-made as replacement parts are no longer readily available. These issues result in repair delays, increased maintenance costs, and potential interruption in water service to customers. This project will upgrade the water treatment facilities to improve operations and drinking water quality to comply with the Safe Drinking Water Act regulations. Due to deficiencies and limitations at the existing water treatment plant, the facility is unable to produce its design capacity of 8 MGD. The raw water intake will also be relocated to a new water source to improve water treatment and quality. Finally, this project will also include the installation of a finished water storage tank to replace an existing tank with interior and exterior lead based paint. Within a three month period, maintenance costs to rebuild one pump, repair pump bases, and replace wiring at the existing aging water intake totaled approximately $100,000. The pump rebuild took weeks to complete, and could have resulted in water treatment interruption should one of the two remaining pumps have required repair. The new intake location will provide several benefits including decreased chemical costs, low raw water turbidity, and avoiding debris and grit from being pumped to the WTP.

Explanation of how CT inactivation will be achieved:

The current treatment plant facility barely meets contact time requirements. The new facility will improve the utility's contact time. Chlorine contact time will occur in the new clearwell, pre-filtration, and post-filtration. The new raw water intake will be located further from the treatment plant than the current configuration, thus increasing the contact time.

This project includes treatment modifications to meet the Disinfectants/Disinfection Byproducts Rule at the water treatment plant.

Explanation of how disinfection treatment modifications will be achieved:

Disinfection treatment modifications will be achieved through a Granular Activated Carbon (GAC) system or a patented ACTIFLO CARB process. Currently, the utility has difficulty meeting requirements using an older ACTIFLO process. The ACTIFLO CARB process will reduce the total organic carbon in water resulting in less materials for the chlorine to react with. This improved process will produce less byproducts.

This project will provide treatment modifications for VOCs, IOCs, SOC, or Radionuclides.

Explanation of how OC/Radionuclides treatment modifications will be achieved:

The new water treatment plant will offer enhanced removal of VOCs, IOCs, SOC, and Radionuclides through a GAC ARCTIFLO CARB absorption.

This project includes treatment modifications to address Secondary Contaminants.

Explanation of how Secondary Contaminants treatment modifications will be achieved:

Secondary contaminants, such as iron, manganese, aluminum, and zinc, will be treated via sodium permanganate oxidation technology. The new treatment facility will be more effective in treating these contaminants, due to the increased water contact time. The new treatment plant facility and raw water intake location will be located further apart, compared to the current facilities, which will result in increased contact time when compared to what is currently capable.

Reason for replacement storage:

The current US 60 tank, to be decommissioned, contains lead based paint (interior and exterior). While water quality is currently not a problem for water stored in the tank, this could become an issue at some point in the future. Additionally, the tank is the oldest in Morehead Utility Plant Board's distribution system and has hydraulic deficiencies (pertaining to filling and draining the tank). A new storage tank, with increased capacity, will better benefit the utility at a more suitable location in the distribution system.

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

Item 4: VFD devices will be installed on all pumps as part of this project. This includes pumps at the water treatment plant and at the raw water intake pump station Item 9: The new water treatment plant will utilize energy efficient lighting, including LED bulbs to reduce electric costs. Item 10: New SCADA will be installed at the new water treatment plant facility and in the distribution system on master meters, pump stations, and water tanks.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
