Project Title:
MUPB Phase IV Regional Water Supply Improvement Project

Project Description:
The MUPB Phase IV Regional Water Supply Improvement Project is a targeted infrastructure upgrade to enhance water distribution capacity and reliability along Kentucky 801 in Rowan County. This $5,000,000 phase includes two primary improvements: Waterline Replacement on KY 801 South: The project will replace the current 10-inch ductile iron water main in Farmers, Kentucky, with an 8-inch PVC main. High-pH soil conditions in this area have led to significant corrosion of the existing ductile iron, causing frequent maintenance needs and water loss. The new PVC line will improve service reliability, reduce operational disruptions, and address ongoing maintenance challenges. Construction of a 12-Inch PVC Transmission Main on KY 801 North: Extending from US 60 to the MMRC Industrial Park, this new 12-inch main will connect to the existing MMRC Tank. This addition will increase water distribution capacity and provide redundancy for existing mains on Bull Fork and Blue Stone Road, enhancing reliability, especially during peak demand periods. The new main will directly support industrial facilities, including a planned distillery that is expected to create 50 jobs by 2026, as well as anticipated residential developments along KY 801.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The MUPB Phase IV Regional Water Supply Improvement Project is essential not only for promoting public health but also for supporting economic development along Kentucky 801. Rowan County is experiencing industrial growth, including the expansion of the MMRC Industrial Park and the development of a new distillery projected to create 50 jobs by 2026. Additionally, a 200-household residential development is planned, increasing the area’s water demand. By replacing the deteriorating 10-inch ductile iron main with an 8-inch PVC main, MUPB can enhance service reliability and reduce maintenance issues, meeting the water needs of new residents and businesses. The 12-inch transmission main extension provides the necessary capacity and redundancy to support ongoing industrial expansion, maintaining reliable service even during high-demand periods. This project is a proactive investment in infrastructure to ensure sustainable growth, attract new businesses, and create jobs, thereby bolstering Rowan County’s economic development.

Under the no action alternative, MUPB would not replace the corroded 10-inch ductile iron main in Farmers or install the new 12-inch PVC main on KY 801 North. This would lead to ongoing degradation, water loss, and quality issues, causing service interruptions for current and future users. Without these upgrades, MUPB may not meet rising demand, compromising public health, economic growth, and compliance with the Safe Drinking Water Act. This alternative does not support sustainable growth in Rowan County.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
