Project Title:
Elkhorn City Emergency Water Line Relocation

Project Description:
The two new sections of water mains are necessary to by-pass the old sections of mains that were destroyed by the flooding in the city in February 2025. It will place the new sections of water mains out of flood-prone areas and ensure water supply to areas downstream that were forced to go a very long time with no water supply after the flood. This project will relocate a failing 6-inch water line on Cougar Drive in Elkhorn City. The water line will be relocated to Russell Street (KY Route 197). The relocation will eliminate a subfluvial crossing. This project will relocate a failing 4-inch water line on KY 80.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The existing 6-inch water line along Cougar Drive is failing due to age. It is the only line that delivers water to the western portion of Elkhorn City's system. Additionally, the crossing at Elkhorn Creek is exposed and it likely to fail during a flood event. Relocating the line will eliminate the creek crossing. February 2025 - Elkhorn City had two water line stream crossings get washed out in the flooding, leaving large portions of their system without any water.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
