Project Title:
City of Fordsville - Lead Service Line Inventory Project

Project Description:
This project will allow the City of Fordsville to conduct a Lead Service Line inventory required under the new LCRR. This project shall include a comprehensive inventory of each service connection to determine the service line material on both the utility and private side of the meter. The City will utilize ARC GIS Online Asset management tools and dashboards to assist with inventory development, record-keeping, and required documentation to submit to the Division of Water. Fordsville Water Works and contract labor will be utilized to complete the inventory using the following methods: previous materials evaluations, verify installation date was after lead ban use (1987), historical repair record, field verification during routine activities, field verification by inspection at meter box, and field verification by active/invasive excavations. The utilization of contract labor will be crucial because the City is a small system with only 5 employees. Customer outreach will be a priority to maximize cost effectiveness and public education about the project. The City will be using surveys to conduct outreach to its customer base. These surveys will be mailed to the residents. The City will also send out personnel to visit each customer that they do not receive a response from. For any remaining lines that are unknown, the City will send teams to inspect the service lines and if needed hydro excavate on either side of the meter to inspect the service line materials. Upon completion of the LSL inventory prior to the October 16, 2024 deadline, the City will use the information to develop a final scope of work and list of projects that will require lead service line replacement.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Under the new Lead and Copper Rule Revisions, which became effective on December 16, 2021, water systems are required to conduct an inventory of the service lines in their distribution systems, with a focus on identifying where each LSL is located. These LSL inventories must be submitted to the Division of Water (DOW) by October 16, 2024.

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
