Project Title:
KY HWY 191 Waterline Replacement Project - Phase 2

Project Description:
The Kentucky Highway 191 Waterline Replacement Project will replace the existing aging (30+ years old) waterlines along KY HWY 191 in order to improve the water quality and service to the area. Aging, undersized, and problematic waterline will be replaced on KY HWY 191 (approximately 24,100 LF of 8 inch PVC), Brushy Fork Rd (approximately 10,200 LF of 4 inch PVC), KY HWY 191: Index to Stacy Fork Rd (approximately 26,800 LF of 8 inch PVC), KY HWY 191: Cannel City to end (approximately 9,500 LF of 6 inch PVC), Adele Rd (approximately 3,400 LF of 3 inch PVC), Brushy Fork Rd: Spur off of Brushy Fork (approximately 600 LF of 3 inch PVC), Red Bird Rd (1000 LF of 3 inch PVC), and Lykins Lopp (approximately 5000LF 3 inch PVC). No archeological or historical impact is anticipated as lines are only being replaced. This will assist the District in reducing the extremely high water loss they are currently experiencing due to waterline breaks and faulty water meters. In addition to waterline replacement, approximately one third of the Morgan County Water District’s (MCWD) water meters will be replaced and upgraded to the newest transmitter system available.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The waterlines along KY HWY 191 are the oldest in the MCWD water system, significantly contributing to the overall system water loss. The unaccounted-for water problem is exacerbated by the fact that MCWD purchases all the water they sell to their customers. All the water meters in the system have exceeded the utility life expectancy and many are reporting incorrect usage data. Through the implementation of this project, the District will reduce the amount of system water loss, improve the utility infrastructure, and have more reliable and accurate meter readings.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:
