Project Title:
Scattered Waterline Replacement and Pump Station Rehab

Project Description:
Morgan County Water District (MCWD) proposes to rehabilitate or replace a significant portion of their water distribution system. This project which includes several parts, is designated as Phase I, beginning with rehabilitation of the chlorine room that is collocated at the KY-437 Pump Station. The project also includes the replacement of 265 water meters. MCWD also proposes to replace a cumulative 31,600 linear feet of two, three, four, six, and eight-inch water line and appurtenances in two general areas of Morgan County. The areas and lines chosen for replacement here include those which have been most prone to leaks and breakage. Appurtenances include 21 D.I.M.J. gate valves and boxes, air release and hydrants flushing assemblies. MCWD also proposes to purchase equipment and install vaults to enhance flow monitoring and leak detection to facilitate improved capacity and capability in an effort to track and reduce the volume of unaccounted for water loss, which is over fifty percent annually. The proposed water line replacement will generally take place in two separate areas of Morgan County, areas that have experienced the highest rates of breakage and leaks. The first area is to the southwest of county seat West Liberty along U.S. Hwy 460 and the boundary of census tracts 9503 and 9505 and the second is northeast of the city along KY-172 and generally within census tract 9504. The chlorine room that is to undergo rehabilitation is located east of West Liberty in census tract 9501 on KY-437. The total cost of the proposed Phase I is estimated to be $1,200,000.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
As a finished water distribution system, MCWD purchases all of its water from wholesale providers. It is critical for the system to minimize unaccounted for water in order to provide an appropriate level of water quality and service reliability to its customers and reduce the burden of high production levels to sustain the loss.

Alternate A:

Note: If project includes the construction of a new treatment plant or upgrade to existing plant, please explain regionalization options here.

The alternative for waterline replacement is to continue spot repairs as the waterlines break. This is not an ideal solution for Morgan County Water District because of the size of the distribution system and the frequency of breaks and leaks.

Alternate B:

An alternative to rehabilitation for the existing pump station would be replacement; however, that is cost prohibitive at this time and the system believe the rehab will meet the needs of the system. Eliminating the pump station is not feasible at this time.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
