Project Title:
Edmonton Water Improvement Project - Contract A & B

Project Description:
This project proposes to replace approximately 28,000 LF of existing 2", 4", 6", and 8" problematic and 8" undersized waterlines in Edmonton's distribution system. The line replacements will include the following: 6,300 LF of 8" and 6" PVC on Highway 80 North; 2,200 LF of 6" PVC on Greensburg Street; 3,400 LF of 6" PVC on West Stockton & Miller Streets; 3,500 LF of 6" PVC on Highway 640; 1,500 LF of 8" PVC on Highway 90 and 11,600 LF of 4" PVC on Lonestar Ridge Road. The existing control / pressure reducing station on Highway 3234 will be also replaced. The project will also extend approximately 15,100 LF of new 3" waterlines to create two (2) new loops to improve water quality and eliminate dead end waterlines. The new line construction will include: 7,100 LF of 3" PVC on Peckerwood Ridge Road and 8,000 LF of 3" PVC on Roy Grider Road. In addition to waterline replacements and extensions, this project will rehab, construct, and decommission water tanks and pump stations to improve water quality, pressure, and efficiency in the distribution system. One new water tank will be constructed, four (4) existing water tanks will be rehabilitated or modified, and one existing water tank will be decommissioned. Two existing pump stations will be replaced with upgraded pump stations, one pump station will be modified, and one pump station will be eliminated. SCADA will be upgraded or modified on all new, rehabilitated, or modified tanks and pump stations. The existing 200,000 gallon Edmonton tank and 100,000 gallon Gascon tank will be completely rehabilitated including miscellaneous structural repairs, new interior and exterior coatings, control valve vaults and piping modification. The existing turnover issues at the 100,000 Gallon Harvey Estes tank and 100,000 Gallon Hickory Ridge tank will be also addressed through piping modifications. The piping and control valve arraignments at all four (4) existing tanks will be modified such that the tanks will fill near the top and drain from the bottom of the bowl. This will greatly improve the turnover and reduce the production of disinfection byproducts. A new Summer Shade 250,000 gallon elevated storage tank will replace the existing 100,000 gallon structure to address inadequate storage and alleviate pressure issues in portions of the distribution system. The existing Highway 90 booster pump station that fills the Summer Shade tank will be replaced with a new station, increasing the capacity from 120 GPM to approximately 225 GPM. The existing Harvey Estes pump station, that fills the Gason and Hickory Ridge tanks will be also be replaced new station, increasing the capacity from 250 GPM to approximately 300 GPM. The existing Harvey Estes pump station will remain and be modified only for use in supplying fire service to an industrial user.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
As the demand in the southern part of the Edmonton Water System has grown, the existing water tank is not large enough to meet the demands and proper turn over in the tank is not achieved. This has resulted in lower quality of water at times and the inability for the system to meet State Rules for disinfection by-products. The installation of these new facilities will improve the overall water quality and allow the system to be operated properly and avoid violations of the disinfection by-product rule. In order to improve the overall operation of the Northern Part of the Edmonton Water system, improvements and modifications are needed. The storage tank and pump station improvements will facilitate better turn over of storage tanks and reduce potential disinfection by-products. The replacement of the old cast iron water mains and connection of dead end lines will also improve water quality throughout areas of the water system. The general scope of the proposed improvements is that as outlined as part of the Agreed Order Corrective Action Plan for the City of Edmonton Water System.

Alternate B:

Construct a new Senior Citizen 200,000 gallon storage tank will replace two (2) 100,000 gallon tanks (Harvey Estes and Gason tanks) to improve the turnover in the area, and reduce disinfection byproducts.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
