Project Title:
Water Treatment Plant & High Service Transmission Main Improveme

Project Description:
The project includes plate settlers to replace tube settlers, on-site generation disinfection system to replace the existing chlorine gas disinfection system, emergency power backup at the raw water intake and water plant, new raw water intake screen and approximately 31,000 feet of new high service transmission main. Plate settlers will improve water quality and eliminate extensive manpower and cost to maintain the tube settlers. The Miox on-site generation disinfectant will improve safety for the operators and improve water quality. Generators will improve the reliability of the intake and water plant during emergency power outages. The intake screen will replace an existing screen that does not allow enough water into the screen during rain events with increased river velocity. The new high service line will eliminate two old high service lines (1952 12" cast iron and 1976 20" ductile iron) that run across country. The City has had and continues to have numerous leaks on those lines causes significant water loss.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Plate settlers at the water plant will increase treatment capacity of the existing basins, improve effluent quality and reduce the long term associated operational costs. The Miox disinfectant will improve safety for the operators and improve water quality by addressing new emerging contaminants like DBP's. Generators will improve the reliability of the intake and water plant during emergency power outages. The new intake screen will improve the reliability of the screen to allow water into the raw water pump wet well. The new high service line will eliminate two old high service lines (1952 12" cast iron and 1976 20" ductile iron) that run across country. The City has had and continues to have numerous leaks on those lines causes significant water loss.

Do nothing.  Continue disinfecting with Chlorine gas which has gotten harder to find in large quantities and much more expensive.

Continue to flush large amounts of water to meet DBP requirements.

Continue to operate the treatment plant in existing condition.  The water plant not only serves Harrodsburg but also Lake Village Water, North Mercer Water and Burgin which makes this regional facility even more a priority to improve water quality and reliability.

Alternate B:

Do the work in phases which will increase overall cost due to the economy of scale and repeated mobilization/demobilization costs.

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
