Project Title:
System-wide Mega Upgrade Project

Project Description:
The project is a multi-purpose effort to improve reliability, capacity, and operational efficiency across the Logan Todd Regional Water Commission system. It includes replacement of approximately 34,450 LF of aging and maintenance-plagued waterline (including the transmission line to the Cemetery Tank, the Coopertown Road creek crossing, and the Chandlers Road line), installation of roughly 8,000 LF of new waterline to better serve the growing airpark businesses at the Logan County–Russellville Airport, system-wide SCADA upgrades at up to 18 rural sites, system-wide meter service replacements for approximately 3,172 existing meter sets, and various pipeline extensions with master meters to interconnect with neighboring water systems for emergency supply. A portion of the project will utilize trenchless, low-impact construction methods, including directional drilling at stream crossings, to reduce surface disturbance and environmental impacts. The total estimated project cost is $21,000,000, and construction is anticipated to require at least 18 months through multiple contracts.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The line replacements will alleviate sections of pipeline that have been the root of multiple disruptions and limited adequate service. The line extension to the airport will be an important improvement for economic development. The SCADA additions will better equip district personnel in quickly managing and identifying leaks and water loss. The meter service replacement will remedy a known source of the water district's water loss replacement due to aging service tubing in poor laying conditions.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
