Project Title:
Smithland - DBP Mitigation and System Improvements Project

Project Description:
This project will install approximately 6,062 LF of 6 inch PVC new and replacement water lines, Rehab a water tank, 2 new Master Meters, a hydrant, and replace customer water meters. The system started in 1939, and approximately 4,400 LF of cast iron pipes from the initial build currently in service will be replaced. These lines have exceeded their expected service life and may be contributing to system challenges related to disinfection by-products (DBP), water loss and impedes unidirectional flushing. Replacing the waterlines aims to lower DBP formation, improve system hydraulics, and reduce water loss. In a project completed during the 1990s, about 4,500 linear feet of 2-inch waterline remained in service following the installation of new, larger waterlines intended to replace these lines. The smaller dead-end waterlines remained in service to reduce project costs. This project proposes removing these problematic lines from service and the approximately twenty existing customers would be reconnected to the larger waterlines. The system, with the aid of Technical Assistance staff from the KY Division of Water, conducted a disinfectant/DBP profile study on the city’s only water tank. Field observations suggest stratification and water age are contributing to DBP formation. Installing a mixing system will improve tank turnover, decrease water age, and reduce DBP formation. To further aid in reducing DBP formation, the system will also install an automatic flush hydrant. Along with the waterline replacement aiding in water loss the system proposes replacing all water meters and appurtenances such as setters with check valve setters and meter boxes as needed. This will help address water loss since meter age records are missing. Smithland is actively validating their meters. So far over 50% of the meters are more than 20 years old, with two 2-inch meters exceeding 35 years of age. This lost revenue is affecting the system’s ability to keep up with their current bills and prevents them from addressing operational issues before they become emergencies. Two zone meters will also be installed to allow for better tracking of water usage and aid the system in reducing water loss. Lastly, Smithland will be developing a GIS-based asset management system to track maintenance and capital planning.

This project will aid the system in combating DBP formation in the system along with reducing water loss and giving the system the ability to work on asset management.

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
