Project Title:
Pine Mountain Waterline Extension

Project Description:
The proposed project would expand the LCWSD service area by extending existing water line over Pine Mountain via HWY 119. The project would immediately provide a first time source of potable water to approximately 120 unserved customers and would establish a first time source of potable water to an additional 700 residents and small businesses in Cumberland River Area. It would provide a viable option as a source of supply for the Cumberland River service area. In addition, the project would provide critical infrastructure necessary for economic development along the scenic by-way of HWY 119.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The households impacted by this project currently rely on wells or have to purchase and haul water. Additionally, the households using wells suffer from drought, poor water quality and other water related issues. The project will provide residents with a safe and reliable means for potable water, while increasing the revenue stream for the Letcher County Water and Sewer District from the new customers. The health risks associated with the domestic use and consumption of ground and surface water in Eastern Kentucky is well Documented. As previously stated, this project would provide first time access to public drinking water for over 800 customers in the currently unserved area that has been classified as Cumberland River.

The alternative explored included purchasing water from Wise County Virginia Public Service Agency and extend water infrastructure westward. The option has been exhausted by all stake holders and is not a viable alternative and does not warrant further consideration.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
