Project Title:
Regional Interconnect & Distribution Lines Cumberland River Ph4

Project Description:
The proposed project will provide a first time source of potable water for approximately 180 households in Letcher County through the establishment of a regional interconnect with the City of Cumberland and the construction of distribution lines along the KY HWY 119 corridor in Letcher County. Residents of Collier's Creek and Lewis Branch will be served as part of this project. The project will also lay the foundation from which distribution can be expanded through the remainder of the Cumberland River area in subsequent Phases III, II and I. The project will be installed primarily on state and county rights of way and will utilize trenchless technology to accomplish any and all stream crossings. In addition to the water lines the project will involve the construction of a 100,000 ground storage tank and a 250 gpm pump station. The distribution lines portion of the project has been reviewed and approved by KYDOW. Construction will include 13,800 LF of 8" PVC, 10,400 LF of 4" PVC, and 16,200 LF of 3" PVC for a total of 39,400 LF of new waterline extension. The project will also construct a 100,000 storage tank, a 250 GPM Pump Station, six flushing hydrants, six blow off valves, sixteen 6" Gate Valve, six 4" Gate Valves, four 3" Gate Valves, three air release valves, one pressure Stabilizing valve, and a master meter. The project also includes telemetry. Trenchless/low-impact technology will be utilized be used for bores and when applicable.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The health risks associated with the consumption and/or domestic use of water contaminated by mining are well documented. The project area has been subject to mining activity and use of surface and ground water in domestic applications poses serious health risk to the local population. The lack of public water infrastructure has also impeded economic growth in the region. As previously stated, this project will provide a first time source of safe potable water in the project area helping to minimize said health risk and stimulate economic growth.

Alternate A:

Note: If project includes the construction of a new treatment plant or upgrade to existing plant, please explain regionalization options here.

Purchase water from Wise County, PSA, Virginia.  This option has been explored extensively.  Unfortunately, negotiations on a mutually agreeable wholesale price were unsuccessful.

Alternate B:

Decentralize treatment.  This option would involve the construction of small decentralize treatment facility that would be owned and operated by the Letcher County Water & Sewer District.  This option is feasible but cost prohibitive.  In addition, the time needed for project development is extensive.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
