Project Title:
Whitesburg Water Treatment Plant Upgrade

Project Description:
Upgrade the existing .86 MGD water treatment plant by replacing old process equipment, constructing a new high service pump station, constructing a separate chemical storage and feed building, baffling the existing clearwell, improving the backwash settling capabilities, and renovating the filter building. SCADA system replacement and upgrades. The project Includes renovation of the plant and replacement of many items such as pumps, doors, windows, HVAC systems, etc. The renovation will incorporate several energy efficient features to reduce energy consumption compared to the existing plant: 1) Use high efficiency motors on the new pumps 2) Install variable frequency drives on the largest water pumps to reduce power input 3) Increase building insulation to reduce heat loss 4) Replace doors and windows with units that have reduced heat loss glazing and frames 5) Install occupancy sensors in each room to turn off lights when rooms are unoccupied 6) Replace lighting with high-efficiency types such as LED 7) Use a ground-source heat pump for office, laboratory, break room and restroom type areas

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
This project is needed to replace 20 year old process equipment and extend the life of the plant. Issues with inadequate backwash settling capacity will be addressed. Baffling the clearwell will help the plant meet disinfection byproducts regulations (by discontinuing pre-chlorination) while complying with disinfection regulations.

Upgrade the existing plant to enable it to continue to meet the water demands of its service area while complying with drinking water regulations.

Alternate B:

Purchase water for all Whitesburg's needs from Knott County Water District. This alternative would be much higher in cost because capacity would have to be provided at the Knott County Water District plant and 25 miles of transmission capacity to Whitesburg would have to be constructed. It is far more cost-effective to upgrade the existing Whitesburg plant for a fraction of the cost of new treatment capacity.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
