City of Hodgenville Hydraulic Model & Rate Study

Project Description:
Perform a detailed hydraulic evaluation and rate analysis to assess and enhance the operational efficiency, reliability, and financial sustainability of the water system. The rate analysis will be performed in two phases. Phase 1 will consist of gathering financial data, forecasting & allocating costs, reviewing the rate structure and performing projected revenue analysis. Phase 2 will consist of evaluating customer impacts, developing recommendations, establishing an ongoing review period and compiling findings.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The hydraulic study will evaluate how water flows through the system—covering pressure, velocity, and capacity within pipes, pumps, and storage facilities. It helps identify deficiencies (like low pressure or bottlenecks), ensures adequate flow and service reliability, and supports planning for future demand or system expansion. The rate analysis assesses the costs of operating, maintaining, and upgrading the water system, then determines fair and adequate water rates to recover those costs. It ensures the utility remains financially viable while providing affordable and equitable service to customers.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
