Project Title:
NKWD - Kenton County Unserved Water Project 2012 (Subdistrict M)

Project Description:
Kenton County, working in conjunction with the Northern Kentucky Water District (NKWD), has been diligent in working for water expansion to all parts of its service area. The NKWD is currently serving approximately 99% of the homes in Kenton County, and with this project will be able to provide clean drinking water to an additional 135 homes or over 400 people. Kenton County is requesting $1,000,000 in CDBG funding and will provide a $50,000 contribution to the project. The remaining $2,399,336 necessary to complete the project will be provided by the NKWD through Bond Anticipation Notes, RD grants, RD loans, and other local funding sources. Final engineering design will commence upon receiving CDBG Funding. The project is a scattered site water line extension project with two different project locations. Subdistrict M contains 133 households in the area of Little Cruises Creek, Rich Road, Fontanna, KY 177 (Decoursey Pike), Rouse Road, Camp Road, and Harbil Road. Subdistrict M is 58% LMI. Lakeview Drive is the second project area and has 2 households at 80% LMI. The proposed project will construct 6.74 miles of waterline to provide safe drinking water to the residents of this area. The average number of households served for this project is 20.03 per mile. The two project areas combined represent a population that is 60% LMI, 27% of the households are elderly, and 21% of the households have someone who is disabled. Kenton County intends to cover the cost of installing meters and tapping on LMI households. These households currently rely on cisterns, wells, and hauled water for their water supply; however, most buy their drinking water as evidenced in the survey responses. The NKWD uses construction standards (8 inch ductile iron pipe) to reduce the need for future upgrades on line size, handle very high water pressure due to substantial changes in elevation, reduce the cost of maintenance, and significantly improve reliability of service. The only 6 inch line is located on Rich and Camp Road and will serve Harbil Road. This line is slightly smaller because of its location at the end of a line. The proposed project includes only line extensions, no tanks or pump stations are included in the project. The rate will be $21.48 per 4,000 gallons of water, plus the fixed service charge of $12.77(charged to all NKWD customers), plus a maximum $30 surcharge to partially cover the repayment of an RD loan, for a total of $64.25 per month. Quotes from local water haulers estimate a cost of about $100 per month to haul roughly the same amount of water. This fee structure has been used in the past for similar NKWD waterline extension projects. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
