Project Title:
Albany WTP A & B Repairs and Rehab

Project Description:
The project consists of replacement of failed turbidimeters, rehabilitation of one raw water pump, repairs at two distribution system tanks to fix overflow issues, and rehabilitation of the gravity filters at WTP-B. Replace 5 failed Hach Turbidimeters and Controllers. Rehabilitating the failed raw water pump. Albany has four raw water pumps, one of which is non functional. Layne has pulled the pump and provided a report with recommended repairs. Due to 3M adhesive issues the three (3) filters at water treatment plant WTP-B are in danger of failing. This 3M adhesive issue is a known issue across the water treatment industry. S4 Water has provided a quote to correct this issue at a cost of $64,556 per filter. There are three filters. Bald Rock Tank and Piney Woods Tank both need work to address fill control issues. Both tanks are currently overflowing. Piney Woods Tank needs an altitude valve to properly address the issue. Bald Rock Tank needs a piping issue fixed to properly address the issue.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
he existing Water Treatment Plants A & B are operating at full capacity 24 hours a day, 7 days a week. With the demands on the WTP's any interruption is treatment is a significant issue. Loss of power was a contributor to the two week water interruption and state of emergency experienced in January and power interruption has cause Albany Water production problems multiple times since this January state of emergency. The below work will address some immediate needs as we plan and construct the new Water Treatment Plant. The turbidimeters are necessary to properly operate the WTP's. Raw Water Pumps are critical. Risk having 1/2 of the current water supply which would leave many Clinton Co. residents without water and would impact supply to the hospital, school, and the Tyson Plant. If any of the three filters were to fail the result would be very a loss of 20% of the capacity of Albany Water. Effectively a loss of 1MGD. With the tank overflows and the given capacity and water loss issues it is important to address any known leaks. These are known and easily addressed.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
