Project Title:
Albany - Water Treatment Plant (A & B) Improvements - Phase 2

Project Description:
WTP A: Project consists of removing existing sludge from sludge lagoons, drying through mobile belt press process, & dispose of properly; repairing existing chemical lift dumbwaiter; furnishing chemical drum transfer & chemical feed pumps; replacing filter media; refurbishing existing laboratory & replacing test equipment; replacing existing filter control valves with new valves & operators; installing VFDs on existing backwash pumps; replace miscellaneous electrical & HVAC systems; and upgrade SCADA System. WTP B: Project consists of refurbishing exterior building material on Raw Water MCC Building; removing existing sludge from sludge lagoons, drying through mobile belt press process, & dispose of properly; furnishing chemical drum transfer & chemical feed pumps; replacing filter media; replace miscellaneous electrical & HVAC systems.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Due to aging & deterioration of existing WTP equipment at both plants are in desperate need of repairs & replacements to maintain a quality supply of water to the City of Albany and all of Clinton County, KY. Both plants continue to operate 24 hours a day, 7 days a week to maintain the demand of the entire water distribution system without being able to shut down for repairs or replacements due to inoperable backup equipment or treatment trains being down. These improvement will allow the plants to operate with alternating (backup) equipment with no interruptions.

Note: If project includes the construction of a new treatment plant or upgrade to existing plant, please explain regionalization options here.

Replace both treatment plants with one new water treatment plant to operate at capacity of both plants.  This could be in the neighborhood of $15,000,000 to $20,000,000 which is not feasible for the City at this time.

Alternate B:

There are practically no feasible alternatives to correct these problems experienced by the City of Albany’s water supply other than that as outlined above.  There does not exist another public water supplier within Clinton County and those that are in adjoining counties are not in a position to supply additional water to Albany without a major overhaul of their respective systems.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
