Lucas WTP Expansion Phase 1
Project Description:
The Glasgow Water Company (GWC) proposes to expand the Lucas Water Treatment Plant (WTP), which draws from the Barren River Lake Reservoir, increasing its capacity from 12 million gallons per day (MGD) to 18 MGD. The expansion will be designed and constructed in multiple phases, with a site layout and infrastructure footprint to accommodate a future ultimate capacity of 24 MGD as demand grows. Phase 1 of the project will include the construction of a new clearwell and installation of high-service pumps. As a regional wholesale supplier, GWC provides water to multiple neighboring systems, including Allen County Water District, Fountain Run Water District, Green River Valley Water District, Caveland Environmental Authority, and the City of Edmonton. This project will strengthen regional supply reliability, improve operational redundancy, and ensure the system can meet growing water demands across south-central Kentucky for decades to come.

Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Glasgow Water Company (GWC) has developed a comprehensive master plan identifying water treatment capacity and system redundancy as critical needs to ensure continued compliance with the Safe Drinking Water Act (SDWA) and protection of public health. As the region continues to grow, the existing treatment facilities are reaching their capacity limits and lack sufficient redundancy to reliably meet future demand or maintain compliance during peak or emergency conditions. GWC operates two water treatment plants: Beaver Creek WTP, built in 1938 with a 1 MGD capacity and expanded to the 2.5 MGD capacity that exist today, and Lucas WTP, built in 1968 and expanded in 2006 to 12 MGD. During the December 2022 cold weather event, both plants operated at maximum capacity, highlighting limited supply and the inability to meet additional demand. Expanding the Lucas WTP to 18 MGD will address these deficiencies by improving treatment reliability, increasing capacity, and modernizing chemical feed and pumping systems. These upgrades will strengthen GWC’s ability to maintain compliance with SDWA standards, safeguard water quality, and provide a resilient and redundant supply to GWC’s regional wholesale customers, including Allen County, Fountain Run, Green River Valley, and Caveland. This project is vital to protecting public health and supporting sustainable regional growth.
