Project Title:
Lewisburg Sewer System Upgrade

Project Description:
Phase 1: The first phase of work for this project involved the planning and design of sewer improvements. In the planning step, a thorough sanitary sewer evaluation survey (SSES) was undertaken in order to provide a good understanding of the existing assets and the deficiencies in the Lewisburg Sewer system. This work included smoke testing, video inspection of sewer lines, flow monitoring, physical inspection of manholes and lift stations, and a thorough assessment of the City’s wastewater treatment plant. This effort included an assessment of the system as it exists today, a determination of what may be needed to bring it up to a condition that will reliably serve the community for the foreseeable future, and a consideration of the various alternatives to achieve the desired results. Using the data generated by the SSES and planning work the City and its engineer will proceed with a detailed design of the improvements and be ready to move toward implementation. Phase 2: The current phase of the proposed project will rehabilitate approximately 3,650 LF of sanitary sewers and 14 manholes in the existing city collection system in order to reduce the infiltration and inflow (I/I) into the collection system. Doing so will reduce sanitary sewer overflows (SSOs), improve service to customers, and reduce the loading on the existing wastewater treatment plant. Some of the proposed work will be to directly correct identified SSO issues, while some will be to repair/replace aging lines/manholes that have not experienced SSO issues. The project also includes upgrades to the wastewater treatment plant to improve its operational efficiency and to replace obsolete equipment, and equipment and structures that have exceeded their useful lives. These plant improvements will include construction of a new influent pump station to replace the marginally functional pressure sewer system currently in use, dredging of the existing lagoons to remove and dispose of accumulated solids, widening of the plant entrance to allow access for large construction equipment, reconfiguration of plant piping to correct an unusual and problematic flow path through the plant basins, replacement of worn out plant equipment (including existing pumps and motors that will be replaced with newer high-efficiency versions), and electrical (including LED lighting) and SCADA upgrades, as well as the addition of a backup generator. Variable frequency drives (VFDs) will be utilized on pumps, blowers and other larger consumers of electricity within the plant in order to operate the device only at the output level necessary to achieve satisfactory performance, thereby reducing power consumption. The project involves planning and design, and construction work. The planning and design work are being paid for with a KIA Fund B loan, which will be paid back from proceeds of the loan requested in this application.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Lewisburg collection system and treatment plant were built in the early 1970s. Aside from some minor service extensions and lift station replacements, the collection system has not been upgraded since construction. Most of the collection lines are made of vitrified clay pipe, and many manholes are built of brick and mortar. Both the lines and the manholes have deteriorated over the years and are now allowing excessive amounts of ground and surface waters to enter the system. This excess water creates back-ups, which in turn cause service problems for customers, create sanitary sewer system overflows (SSOs), and overload the lift stations and the wastewater treatment plant. The project is intended to correct the most critical of these collection system issues and bring the infiltration and inflow (I/I) down to manageable levels. High I/I, obsolete and worn out equipment, and some unusual plant design features combines to create the need for the wastewater plant upgrade portion of this project. The plant has sufficient design capacity to serve Lewisburg for the foreseeable future but needs to be upgraded in several areas in order to remain functional. Without the project, Lewisburg will continue to experience collection system overflows and to exceed permitted plant discharge limits, both of which contribute to pollution and degradation of the environment.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

Item 3: Improved influent metering at the wastewater treatment plant will allow better definition of I/I issues and allow problems to be addressed sooner. Item 5: Higher efficiency pumps and motors will be installed in the new influent lift station as well as in the existing effluent pump station. Item 7: Reducing the amount of extraneous water that enters the collection system will diminish the pumping expense at both the collection system lift stations and at the wastewater treatment plant. Item 9: Newer motors can be specified with higher efficiencies, and in general operate at a higher efficiency than older, worn motors. Item 10: Building and site lighting will be upgraded to more efficient LED lighting. Item 11: SCADA will be used to monitor the new influent lift station and various operational parameters within the WWTP, and to automatically control and optimize efficiency. Item 12: VFDs will be utilized on pumps, blowers and other large consumers of electricity within the plant.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
