Project Title:
Smithland Sewer Rehabilitation

Project Description:
This project will request a construction loan for FY25. This project will include pre-construction/post-construction cctv camera work as well as heavy cleaning on approximately 9,000 LF of 8” PVC Gravity Sewer Line. Once the cleaning and camera work is complete, work consisting of CIPP lining and open cut point repairs will be made. In addition to the sewer line rehab, the project will install new pumps, controls, and a flow meter in the Level Street Pump Station. New manholes will also be installed and approximately 50 existing manholes will be cleaned, inspected, and lined with a cementitious liner as needed. This project will address the City’s inflow and infiltration problem, reducing the flow sent to the lagoon system for treatment. In addition to the sewer system rehabilitation, this project will also address the city's failing lagoon and treatment system. A portion of the Smithland WWTP Lagoon has experienced water seepage at the toe of the dam for an extended period of time. It is being proposed to utilize neat cement grouting to fill voids and seeps through the dam and/or install a liner in the lagoon in order to reduce water seepage. The grouting work will take place from the crest of the dam road. A grout accelerator will be used as necessary in order to improve the success of the grouting project. It is estimated that two to three rows of grout holes on a 3 ft spacing may be required to slow down seepage. Additional rows may be necessary depending on the soil/seep response to the grouting. This project has received preliminary funding approval from the 2022 CDBG grant that was submitted in the amount of $750,000. The idea is to utilize CDBG on the sewer line rehab portion along with a match of CWSRF Funds. The lagoon work will solely be paid for by the CWSRF loan. The City is currently under an Agreed Order and Consent Judgement: Civil Action Number - 21-CI-00180.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The project will decrease the amount the sewer plant is having to treat, reducing the operating cost of the plant. The system is currently under Consent Judgement for their failing lagoon system for seepage and illegal discharges. This project is critical to helping the system enter into compliance of the Clean Water Act.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
