Project Title:
Lewisport UV & Headworks Upgrade

Project Description:
The City of Lewisport is in the process of upgrading the current UV systems at their wastewater treatment plant. The head-works must also be replaced and a bypass installed. The head-works is also located at the Lewisport Wastewater Treatment Plant. The UV upgrade cannot be bid out because it is not a complete replacement. The upgrade will be a major cost saving to the city, but causes a sole source upgrade with the company that originally installed the UV. Documentation supporting that the UV must be sole-source procured is available. This portion of the project is mapped as Project Number: WX21091100. Additionally, 300 LF of 8" waterline will need to be added at the Yellow Creek. This addition to create redundancy will require boring underneath the creek to extend 8" HDP that will be connected at both sides of the creek. In the event the cast main were to fail, having the line connected at both ends will allow the City of Lewisport to valve off the failed line and utilize the new line only.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
This will need to be completed as soon as possible to prevent the UV from failing and shutting down the entire wastewater plant in Lewisport. Regarding the waterline addition at Yellow Creek, if the cast main were to fail currently it would leave 400 Lewisport Water customers without drinking water and without adequate fire protection. The City of Lewisport plans to raise water and sewer rates to cover debt coverage once the FY 2021 budget is passed.

The alternative to upgrading of the UV and headworks would be total replacement which would be approximately $150,000 just for these project components only. 

An alternative to the HDP pipe installation at Yellow Creek would be no action, causing the current 8" cast iron line to snap and leaving approximately 400 customers without drinking water or fire protection.

Alternate B:

A second alternative for the UV upgrade and head-works replacement is to take no action, causing both to fail.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
