Project Title:
City of Russell I & I Study and Sewer Rehab Project

Project Description:
This project proposes to evaluate the condition of the existing City of Russell sewer collection infrastructure and proposed upgrades and repairs to reduce the incidence of infiltration and inflow. This I & I study will identify areas in the system that have cracked/broken pipes, deteriorated manholes, faulty manhole covers/frames, uncapped clean outs, and connections that discharge storm water into the collection system. By repairing the points of inflow and/or infiltration, the City of Russell will be able to reduce the cost of treatment and the KISOP flow to the Greenup County Environmental Commission. The study area will include approximately 13,800 linear feet of sewer pipeline, as shown in the mapped components. Preliminary engineering will include reviews of previous field investigations and condition assessments, and collection of new field data to update the condition assessments. After areas of the collection system are identified and prioritized, the City will begin the rehabilitation of the collection system. The City will use effective methods to rehabilitate the collection system which may include replacing pipelines, pipeline lining, and point repairs.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
This project is needed to reduce the cost treatment. As a KISOP, the City of Russell is charged for the flow that is sent to the Greenup County Environmental Commission. By reducing the flow, they will reduce the cost of treatment. This project will also lower the risk of sanitary sewer overflows in the City of Russell which would negatively impact the public health and the environment.

The repair and rehab of the aging collection system is inevitable; however, the system will use the findings in the I & I study and implement the most effective and efficient methods for repair and rehab.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

This project is needed to reduce the cost treatment. As a KISOP, the City of Russell is charged for the flow that is sent to the Greenup County Environmental Commission.
