Project Title:
FSD - Two Creeks Upper & Blanton Acres I&I Reduction and Stormwater Management

Project Description:
This project has two components. The Frankfort Sewer Department (FSD) is working to reduce the infiltration and inflow (I&I) of stormwater entering the sanitary sewer lines within the subdivisions of Two Creeks Upper and Blanton Acres. The work will consist of cured-in-place-pipe lining, service connection replacements, and repairs to broken or fractured pipe lines. FSD is also working to upsize sewer lines within the Two Creeks Upper subdivision to be able to provide additional pipe capacity and therefore reduce the risk of sanitary sewer overflows. Consent Judgment requires elimination of all recurring SSO’s. This project is intended to reduce the Inflow/Infiltration into our sanitary sewers and will eliminate/mitigate the SSO. The Blanton Acres Stormwater Project serves to assist the City of Frankfort in managing localized drainage, flooding and stormwater management issues as well as assist in implementing its boarder MS4 nonpoint source pollution program. Drainage from this project will reduce nonpoint source pollution by capturing and infiltrating stormwater runoff with the goal of attenuating or infiltrating the first flush. It is anticipated that by reducing and managing stormwater volume in the project area, the City of Frankfort will make reasonable progress to also reducing stormwater pollutants. The project area has also been included in I&I reduction efforts currently underway by the Frankfort Sewer Department to reduce the infiltration and inflow (I&I) of stormwater entering the sanitary sewer lines within the subdivisions of Two Creeks Upper and Blanton Acres. A critical component to this funding request will be to capture, manage, retain and reduces excess flows resulting in localized drainage and flooding issues. The project would relieve overland flooding conditions in the Blanton Acres subdivision. Funds for this project will be used for site selection, planning, conceptual design, and construction. Infrastructure improvements and BMPs will be selected based on specific site conditions, modeled volume capture required and and available easement and land and may include water quality improvement devices such as forebays, bioswale pre-treatment, outlet structure modification (for first flush attenuation), bio-filtration amendments and other water quality basin modifications. The project would upgrade existing pipe network and add more surface inlets and also evaluate the addition of green infrastructure and other infiltration techniques in some areas. Construction of curb and gutter may also be considered if feasible. A computer simulation model of the watershed will be developed to evaluate the various alternatives that would solve the stormwater flooding problems.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
This project promotes public health by lowering the risk of sanitary sewer overflows (SSOs). During large storm events, high levels of I&I to the sanitary sewer system reduce the capacity in the collection system and can back-up into homes or overflow and discharge into streets, yards, and streams. The rehabilitation to the sanitary sewer system in this project will reduce the I&I into the system and therefore reduce the risk of SSOs which benefits the environment. This project is necessary in order to address current stormwater volume and localized drainage issues which result in increased runoff volume and pollutant discharge to nearby waterways. Additionally, this project will address management of increased stormwater volume anticipated to occur as a result of current projects underway in the area aimed at reducing I&I issues to the sanitary sewer. Consent Judgment requires elimination of all recurring SSO’s. This project is intended to reduce the Inflow/Infiltration into our sanitary sewers and will eliminate/mitigate the SSO.

Develop a computer simulation model to design a combination of detention/ pipe upgrade/infiltration and storage. Increase stormwater runoff capture through the replacement and addition of storm sewer conveyance and in-line storage.

Alternate B:

Do nothing - this alternative is not desirable since localized flooding and drainage problems already occur in the area and efforts to reduce I&I in the sanitary system are likely to increase drainage to the separated storm system exacerbating the problem.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
