Expansion Area Three Sanitary Sewer Infrastructure
Project Description:
Project includes the design and construction of the Expansion Area 3 Pump Station and Force Main and upstream trunk sewer. The pump station will be rated for 9.5 MGD and will discharge to the FM, which will be approximately 5,252 LF of 24" pipe. The FM will terminate at the Lower Griffin Gate Trunk. The trunk sewer will be approximately 7,143 LF of 30" new gravity sewer which will discharge into the proposed Expansion Area 3 Pump Station. Preservation of trees are incorporated into the alignment and construction of this project. An arborist will assess and identify trees that are considered specimen trees to be preserved as a part of this project. The plans and specifications will also include special provisions for the protection of existing tress to the maximum extent practicable. Design standards, including the use of riparian buffers, are incorporated into the alignment and construction of this project. This project will provide energy efficiencies for LFUCG by providing the means to eliminate four existing pump stations and consolidating the flow into one pump station. This project has to be built prior to taking 5 SSO pump stations out of service. The elimination of these pump stations would also eliminate a manhole SSO. All 5 of these SSOs are listed in their consent decree and their elimination is contingent on this project.. The pump stations being elminated are: • Shandon Park Pump Station #1 • Shandon Park Pump Station #2 • Thoroughbred Acres Pump Station • Winburn Pump Station • Sharon Village Pump Station Estimated project cost is $16,889,000. Project proposed in LFUCG's Remedial Measures Plan, submitted to USEPA on April 13, 2012.

Existing sanitary sewer that lacks sufficient capacity to meet LFUCG's EPA mandated Capacity Assurance Program. Project proposed in LFUCG's Remedial Measures Plan, submitted to USEPA on April 13, 2012.

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. LFUCG has a Consent Decree (CD) with USEPA and the Kentucky Division of Water that outlines the time lines required for the elimination of recurring SSO's. The second of three Remedial Measures Plans (RMPs), as required by the CD, was sent to the regulatory agencies on April 13, 2012. This project is included in this RMP submittal. LFUCG Department of Finance and Administration have developed a financial model to incorporate a rate structure to implement this project. The last rate increases were approved by LFUCG Council in 2008 and 2009 to finance the initial compliance efforts and additional increases being developed at this time.
