Project Title:
City of Marion - New Wastewater Treatment Plant

Project Description:
The project will replace approximately 43,300 linear feet of 8-inch, 10-inch, and 15-inch gravity sewer and construct 7,100 linear feet of new line extensions to connect to the new WWTP location including a 24-inch gravity sewer and a 10 and 12-inch force main. The existing WWTP will be decommissioned. The project will also add 66 manholes and rehabilitate 105 manholes, and construct a new 1.5 million gallons per day wastewater treatment plant, adjacent to the current plant, which consists of influent pumping, screening, aeration, clarification, disinfection, return activated sludge/waste activated sludge pumping, solids processing, administration building, and maintenance garage.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The existing WWTP was originally constructed in the early 1970’s and has exceeded its useful life. During moderate to heavy rain events, the influent pump station cannot keep up and a portion of the influent sewer therefore bypasses. The aeration basins also cannot keep up with the hydraulic demand during these times.

This alternative will reduce the hydraulic surge into the WWTP but will not address the aging infrastructure which is in need of replacement.

This alternative will decrease the amount of I/I entering the WWTP but the aging equipment and integrity of the plant will not support a substantial modification.

** Update** Project will use approximately $173,409.55 out of the Crittenden County Allocation of CWG Funds. This project has steadily increased in cost since the initial loan was approved, thus leaving a substantial burden on the Marion Water and Sewer customers. The original project budget was $13,405,790 and is now up to $19,410,364. This project initially started in 2019 with Phase I that included the sewer line rehabilitation throughout the system to correct areas of inflow and infiltration. That project spanned about a year and a half and the WWTP construction was delayed as the engineer was awaiting plans and specs approval from DOW. Those delays pushed us into the middle of the pandemic, which greatly affected the bid price of the new plant. Any funding to supplement the bid overages would be greatly appreciated.

KIA has established a multi-year funding strategy with the City to provide incremental funding through 2021. The City obtained a KIA planning and design loan in the amount of $587,200 in 2016, to complete the Facility Plan and subsequent design on the treatment plant, and received priority funding for the construction loan.  The loan outlay is as follows:

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
