Project Title:
Hazel Green Wastewater Collection System

Project Description:
The project will construct a force main from the new service area to the West Liberty Morgan Central Lift Station to be treated by the West Liberty Wastewater Treatment Plant. The service area will include the Hazel Green area including the Chop Shop, Lion Apparel and Red River Elementary School in Wolfe County. The project will include approximately 10,000 LF of 1.25" PVC Force Main, 24,102 LF of 4" PVC Force Main, and 52,230 LF of 6" PVC Force Main collection lines to the areas servicing the households and businesses. Approximately 100 households are expected to be served via grinder pumps. This project also includes two new lift stations. The KY 1010 lift station will be 75 GPM and the Chop Shop lift Station will be 200 GPM. The West Liberty Lift Station (Morgan Central Elementary School) will be upgraded from a 98 GPM to 300 GPM. The project will eliminate the package plants located at the Red River Elementary School and at Lion Apparel. The Chop Shop has a DAF system which has never functioned properly. The owners are forced to haul their waste to Morgan County for treatment on average three times a day, which is very costly. The DAF system will be rehabbed to function properly so that pre-treatment of oils and grease are properly separated from waste before being sent to the West Liberty WWTP.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Red River Elementary School and Lion Apparel both have Package Treatment Plants, which are costly to maintain and are currently failing. Residents are utilizing septics and straight pipes. The Chop Shop has a DAF system which has never functioned properly, forcing the owners to haul their waste to Morgan County to be treated. This is very costly. Through the proposed project, the Sanitation District will be providing a safe and reliable alternative to treating wastewater.

Install non-traditional systems throughout the area. This will not work for the businesses, as this is for residential only and they also do not allow for expansion.

Alternate B:

Construct a Wastewater Treatment Plant.  This alternative is not feasible as the discharge limits are to stringent as the Red River is a Wild and Scenic River.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
