Project Title:
Morganfield WWTP Rehabilitation & Expansion Project

Project Description:
THIS PROJECT IS REQUESTING PLANNING & DESIGN FUNDS. The City of Morganfield's Wastewater Treatment Plant was designed as a 3.5 MGD ADF and was commissioned in the 1940's. The plant and the equipment inside have reached the end of their useful life. The WWTP needs a full rehabilitation and most of the existing equipment needs replacement to enable the plant stay in compliance with its KPDES permit requirements as the plant had 4 violations in 2017. Improvements at the WWTP that are needed to keep the facility in compliance include: (1) add new grit system (2) provide new anaerobic and anoxic tanks for biological nutrient removal (3) provide new aeration tanks (4) provide new diffusers (5) provide new efficient blowers and automate the aeration system (6) provide new circular clarifiers and RAS/WAS pump station (7) add new tertiary disc filters (8) provide new PAA contact chamber for disinfection (9) add new mechanical sludge dewatering technology The upgraded facility will be equipped with modern automation and will consider anticipated nutrient removal limits. The upgraded plant will have an average daily flow capacity of 2.0 MGD and a peak hourly flow capacity of 6.0 MGD. The WWTP was designed and constructed for Camp Breckinridge, a World War II infantry division camp and prisoner-of-war camp that served a population of over 40,000 people at its peak. The plant now serves a population of about 5,800 people with a 3.5 MGD average daily flow capacity plant is not needed.

This project will replace old equipment and infrastructure and help keep the WWTP in compliance with its KPDES permit and be more efficient.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

4: As part of the planning process, this project will perform POTW energy management, including energy assessments to identify current energy use and possible processes to reduce energy consumption. 5: The City's WWTP currently employs mechanical aerators which are proposed to be replaced with fine bubble aeration system to improve oxygen transfer efficiency. It is suggested that high speed turbo blowers to be used for air supply to save energy. It is also suggested that biological nutrient removal (BNR) treatment process be employed for nitrogen and phosphorus reduction. This treatment process will recover dissolved oxygen through the denitrification process and thus increase the energy efficiency of the overall system. 9: Replacing old motors with premium energy efficiency motors. 10: The project will replace the lighting system at the plant with LED light bulbs which will provide about 25%-80% energy savings and lasts 3-25 times longer than the existing incandescent bulbs at the plant.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:

The plant does not currently have a phosphorus limit. The introduction of a biological phosphorus removal to the plant's treatment train will reduce the amount of chemicals such as sodium aluminate that will be required for chemical removal of phosphorus should the plant get a phosphorus limit added to their permit.
