Project Title:
Bedford Wastewater System Improvements Project

Project Description:
This project will replace the 3 wastewater pump stations that are original to the wastewater system, which was constructed in the early 1980s. There is a 4th station (PS#4) in the system that was constructed in 2006. PS#4 is still in good working order and sets the standard for pump components and operational controls for these 3 proposed new stations. All 3 original stations have reached the end of their design life. Bedford has repaired, rehabilitated, & replaced the components within the stations to extend the operating life as long as possible. They have done this by purchasing parts from vendors and suppliers. Once those sources no longer had parts available, they exhausted other utilities which had spare parts for similar pumps those utilities have retired. The parts are now simply no longer available from any source. In some cases, back-up pumps are no longer functional and should the primary pumps fail, overflows will occur. Pump Station #1 (PS#1) serves the Trimble County HS and the Elementary School. If this station fails, the schools would be forced to close until the pump station is returned to operating capacity. This would be difficult without a total rebuild given the unavailability of parts. That would leave Bedford with the option of either by-pass pumping or an emergency contract to rebuild the station. Either of those options would be expensive and a significant strain on limited city resources. Once a new station is completed, hopefully under non-emergency conditions, Bedford will benefit from lower electrical cost and repair expenses once the pumps and motors are replaced with new (and serviceable) components. The current location of PS#1 is on the edge of a bank above a stream. Bedford will move the station a few feet up the hillside to place it in a position much less likely to be impacted by streambank erosion and will be easier to access and service. This move will require new piping configurations. Pump Station #2 (PS#2) is similar in size and condition to PS#1. It's also positioned on the edge of a steep incline. Preliminary assessments indicate the station could be moved uphill & placed in a better position for access & service. This move may require property acquisition and a new piping configuration. Line 2-2 is a 318 linear foot gravity sewer line that will serve residences on the western side of the Bedford city limits that would otherwise be disconnected from sewer service. Pump Station #3 (PS#3) serves nearly the entire wastewater collection system of Bedford. Besides a few connections that flow to the treatment plant by gravity, this station receives flow from other stations in the system & pumps the flow to the WWTP. The 2 primary pumps & the back-up pump affiliated with PS#3 are original and built in the 1980s. All 3 pumps/motors have surpassed their life expectancy. One has failed completely, one leaks significantly and the failure of the third pump would leave the system without the ability to convey the wastewater to the WWTP & cause significant sanitary sewer overflows. Repairs have been made over the years, but the pumps have been out of production for decades & replacement parts haven’t been available for years. The configuration of PS#3, although effective when originally designed, is an antiquated dry pit “can” station. There now exist more efficient configurations, using a wet well system. This project will replace the entire pump station with a new station. All 3 stations will be configured with SCADA controls. The resulting stations will see improved efficiency through the potential use of variable frequency drives (VFDs) and more efficient pumps. Site considerations & designs will create easier & safer access, & overall configurations that lower the operation and maintenance costs while increasing dependable service to customers & the protection of the natural environment. The WWTP improvements portion of the project include the removal of the sludge blanket in the bottom of the lagoon cells, removal of vegetation and trees along the lagoon and other various improvements.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Pump Stations #1, #2, and #3 - Pumps and motors are failing on a reoccurring basis and replacement parts have not been available for many years. Failure of PS#1 would affect the ability of the high school and elementary schools to stay in session. If PS#3 fails, over 90% of Bedford’s wastewater would be discharged as a sanitary sewer overflow (SSO). Line 2-2: This gravity sewer line will connect part of the existing Bedford sewer system, which would otherwise leave several residences without sewer service. Wastewater Treatment Plant - The sludge blanket has not been removed from the lagoons since the WWTP was originally constructed in the 1980’s. The blanket is now at a thickness, especially in the upper portions of the upper lagoon cell, that lagoon capacity has been reduced. The sludge accumulation can impact treatment effectiveness and increase the likelihood of permit violations. Removing the sludge will allow the WWTP to treat wastewater in a more consistent manner and result in improved water quality. During construction activities related to sludge removal, the existing driveway on the Bedford Wastewater Treatment Plant property was damaged. During bidding, an allowance for road repair was established. The City of Bedford is concerned that should the road be restored to its current alignment (which includes a tight 90° turn), the new paving will continue to be damaged by heavy vehicles that are not able to make the turn. The city is also concerned about safety and wishes to use this opportunity to improve the road alignment. The Engineer and Contractor have worked to come up with a solution that will widen the driveway around the turn by extending the existing pipes and constructing a new headwall.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
