Project Title:
City of Coal Run Village - US 23 North Sanitary Sewer Project

Project Description:
This project involves the extension of sanitary sewer collection systems into currently unserved areas of the City of Coal Run Village. These areas include the Blair Town community and two residential/commercial areas along US23 within the city limits. This project will provide reliable sanitary sewer collection service to approximately 85 residences and approximately 13 businesses located in the proposed project area. This project will also eliminate a failed package treatment plant (PTP) located on Ratliff Road in the Blair Town community that currently accepts raw sewage from 5 residences. This unit must be pumped by the City of Coal Run Village approximately once each week and hauled to the City of Pikeville wastewater treatment facility, which has become very costly. Also eliminated will be one other PTP in a commercial area of Coal Run Village and many failed and failing septic systems and straight pipes that are all discharging to the ground and streams, eventually migrating to the Levisa Fork of the Big Sandy River. The project consists of the installation of 1,106 feet of 1.25” HDPE sanitary sewer pipe, 2,659 feet of 1.5” HDPE sanitary sewer pipe, 7,678 feet of 2” HDPE sanitary sewer pipe and 1,454 feet of 3” HDPE sanitary sewer pipe. This project also proposes to install approximately 84 individual grinder pump units, 3 duplex grinder pump units and all the required appurtenances. Raw sewage collected in the Blair Town area will be pumped into the City of Pikeville 10” force main that runs parallel to the US23 northbound lane. The wastewater collected in the residential/commercial area of Coal Run will be pumped via force main into an existing manhole that is part of the City of Pikeville gravity sewer system. All sewage collected will be treated at the City of Pikeville wastewater treatment plant. the two package plants that will be eliminated will be the CoaRun plant and the Blair Town Area plant. Out of 85 customers 26 have failing systems

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Need for Project: As previously stated, the project will provide access to public sanitary sewer services for approximately 85 residential and 13 commercial customers in the City of Coal Run Village that are currently unserved. Funding limitations prevented these homes and businesses from being included in earlier public wastewater collection projects. The proposed sanitary sewer collection system will provide an improved form of wastewater collection and will help eliminate outdated, undersized and failing private septic systems, as well as straight pipes. Additionally, the project will help improve ground/surface water quality in the area and minimize the risks associated with human interaction with polluted waters. This project will improve water quality in the Levisa Fork of the Big Sandy River, which is utilized by several water districts and municipalities downstream as a drinking water source. Through the collection and transportation of the sewage generated in this service area, to a wastewater treatment plant, this project will enhance the public health, safety and hygiene.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
