Project Title:
Wendell H. Ford Airport Phase I - Chavies Sewer Extension

Project Description:
The proposed sewer lines will connect three clusters of houses along KY28 to the existing sewers near the community of Haddock Fork. Along the proposed route, the failing VG Combs Trailer Park package treatment plant will be replaced with a new lift station to transport wastewater down KY28. The proposed project will see the installation of approximately 3,600 feet of 8-inch gravity sewer with 23 manholes and customer service stub/cleanouts at each property. Also proposed in this project is approximately 14,500 feet of 3 and 6-inch force main that will transport wastewater from three small lift stations. This force main will act as a backbone for the future connections of additional small clusters of homes. The gravity portion of the project will terminate in one of the three new lift stations, one of which will be located at the VG Combs Trailer Park to replace the existing package treatment plant. Ultimately the wastewater will be transported to the Chavies Wastewater Treatment Plant (WWTP) – KY0107786 to be properly treated prior to discharge into the waters of the Commonwealth. These lines will collect the wastewater from an additional 46 customers that are both residential and light commercial who now rely on either onsite wastewater disposal or straight pipes to the creek.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The VG Combs Trailer Park is under an agreed order from the Kentucky Division of Water. This project will replace the existing treatment plant and also service several commercial and residential clients. This expansion will serve to improve the quantity and quality of the wastewater flow into the Chavies WWTP which has been an ongoing issue. The homes in this area now use either septic tanks or straight pipes to the creek to dispose of their wastewater. A study completed by the Perry County Health Center dated December 4, 2013, stated that e.Coli was 290.9 per 100 ML at one point and 980.4 per 100 ML at another point.

Collect this wastewater from these 46 homes and businesses in the new proposed lines to transport it to the Chavies Wastewater Treatment Plant for treatment and discharge.  Replace the existing VG Combs Trailer Park Package Treatment Plant with a lift station to inject wastewater into the proposed force main.

Alternate B:

Install package plants in the most populated sections to reduce the number of straight pipes and failing septic systems. Replace the existing VG Combs Package Plant with a new one.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
