Project Title:
City of West Liberty Equipment Upgrade and Replacement Project

Project Description:
The existing Wastewater Treatment Plant (WWTP), located in the City of West Liberty, was constructed in 1989 and serves approximately 644 customers. Many of the components found in the WWTP date back to 1989-2003. Many of aging and deteriorating components require continuous maintenance, with some components no longer adequately handling the increased flow. The proposed project would upgrade one aging and undersized piece of equipment, the Return Activated Sludge (RAS) Pumping System, and six aging and deteriorating pieces of equipment, including the tertiary filter, the UV control panel, and four explosion proof heaters. The RAS Pumping System was installed when the WWTP was constructed in 1989. The RAS Pumping System is currently utilized to return the flow from the clarifiers to the head of the Plant, and drains four clarifiers, sludge digesters, and, if needed, the Oxidation Ditches. The system, originally installed as a backup to the main RAS Pumping System at the Plant, features two pumps (7.5hp each) that are now too small to handle its daily duties. The RAS Pumping System control panel is also undersized and must be upgraded as well. Instead of upgrading the two undersized pumps and the control panel found in the current RAS Pumping System, the entire system will be upgraded. The pumps in the upgraded RAS Pumping System will be 20hp each, identical to the Plant’s main RAS Pumping System. The RAS Pumping System upgrade is expected to cost approximately $200,000. Currently, the WWTP utilizes a tertiary filter. The proposed project would supply funds to purchase a Disc Filter for the WWTP. The Disc Filter would aid in removing Biological Oxygen Demand (BOD), Total Suspended Solids (TSS), and other pollutants from the wastewater. The filtered water is then discharged to the contact tank where it travels through the UV system then to the outfall. The Disc Filter and installation are expected to cost approximately $500,000.

This proposed project will replace and/or upgrade existing aging and deteriorating pieces of equipment at the wastewater facility to improve operations and wastewater quality to comply with the Clean Water Act regulations.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
