Project Title:
Tompkinsville WWTP Expansion & Sanitary Sewer Collection Improve

Project Description:
*The City of Tompkinsville has requested a loan increase for the funding to replace two influent pumps in the existing WWTP. This project will include the conversion of the existing Tompkinsville Extended Aeration Plant 670,000 GPD AVD to a 0.8 MGD Sequential Batch Reactor (SBR) WWTP. In addition to the plant's conversion, the project also includes the installation of a new Headworks facility, replacement of the existing chlorine disinfection system with a new Ultraviolet (UV) system, the rehabilitation of approximately 8,750 LF of dilapidated sanitary sewer collection mains, the construction of approximately 11,600 LF of new HDPE force main to Joe Harrison Carter (JHC) Elementary, installation of a new lift station at JHC to replace and decommission the existing JHC Package Treatment Facility, the installation of a new SCADA system which will be connected to the WWTP and all ten (10) lift stations within the City's sewer system, and the installation of VFDs on all lift stations to optimize use and reduce power consumption. This project will eliminate 2 failing septic systems and 11 non-failing septic systems.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The City of Tompkinsville is plagued by dilapidated sanitary sewer collectors and mains throughout the city. These damaged mains allow infiltration and inflow to enter the collector system during wet weather and thus overflows the existing WWTP. During normal/dry weather the damaged mains allow sewer to seep into the ground and streams throughout the city causing health hazards. The City intends to correct these issues by expanding their WWTP to an SBR WWTP with more capacity, rehabilitating the first 8,750 LF of dilapidated sewer mains, and eliminate the need for a local Package Treatment Facility by installing 11,600 LF of new force main and a new lift station. Power consumption at the existing plant will be reduced by more than 50% allowing the City to be able to fund additional Phases to the Sanitary Sewer Main Rehabilitations that must occur.

The City of Gamaliel is roughly 10 miles from the City of Tompkinsville (both in Monroe County).  The City of Gamaliel owns and operates a 0.12 MGD WWTP.  Consolidating these two plants would require an expansion of one of the plants (likely Tompkinsville's) plus nearly 10 miles of sanitary sewer force mains and numerous lift stations.  Estimated Construction Cost of such a task is $5,265,000.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Several downspouts throughout the City have been identified as being tied into the sanitary sewer system via smoke testing. These connections within the 5,500 LF of pipe to be rehabilitated will be removed from service and discharge to ground or available storm sewer system.

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The city is plagued by dilapidated sanitary sewer collectors and mains that allow infiltration and inflow to enter the collector system during wet weather and thus overflows the existing WWTP. The city intends to correct these issues by expanding their WWTP to an SBR WWTP with more capacity and rehabilitating the first 8,750 LF of dilapidated sewer mains. Power consumption at the existing plant will be reduced by more than 50% due in part to decreased pumping needs. A SCADA system will installed to provide adequate monitoring of list station motors as well as the operation of the existing WWTP. Currently the system functions solely on timers or float switches. The SCADA system working in unison with the VFD's at each lift station will allow the electricity supplied to each motor to be regulated and adjusted to only the amount the lift station needs at that specific moment. This will greatly reduce the power consumption currently experienced by the City of Tompkinsville.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
