Project Title:
City of Edmonton - Wastewater Treatment Plant Upgrades

Project Description:
This project will include the construction of major upgrades at existing Wastewater Treatment Plant. The current WWTP is a aerated lagoon type that has reached the end of its useful life and lacks redundancy for all major treatment components. A new 0.45 MGD combined biological treatment unit will be constructed which combines aeration, clarification and advanced treatment in a single basin. This design will limit the overall footprint of the upgrades which is required due very limited available space at the existing facility. The additional treatment unit will allow the existing lagoon treatment unit to be removed from service so that maintenance and repairs can be made.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The majority of the primary components with existing WWTP have reached the end useful life and beginning to fail. Given the lack of redundancy, accomplishing repairs or replacing existing equipment is nearly impossible. The various issues have resulted in non-compliance with the facilities Kentucky Pollution Discharge Elimination System (KPDES) permit and as a result numerous Notices of Violation (NOVs) have been issued with associated fines. As of July 2025, the City in the process of entering into an Agreed Order with the KY Division of Water. Without completing the proposed project, it is unlikely that the City will be able to achieve and maintain compliance.

Build a new treatment plant at a new site and demolish/abandon the existing treatment plant. This will require also required construction of a major lift station and force main to convey flow from the existing plant to the location of the new plant.  (Significantly increased overall project cost and timeline)

Alternate B:

Negotiate an agreement with a neighboring utility to accept wholesale sewer from the City of Edmonton. This will require extensive lift stations and force mains to convey the flow to a neighboring community.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
