Project Title:
City of Frenchburg Wastewater Collection System Rehab

Project Description:
This project is applying for a Construction Loan for the 2023 CWSRF project cycle. The project will impact approximately 10,000 linear feet of gravity sewer lines in the City’s collection system located on KY 36, US 460, Tolan Branch Road, and Sycamore Street. The project proposes to replace approximately 1,600 linear feet of 8-inch PVC gravity line in segments throughout the collection system. Spot repairs, one 8-inch gravity plug, and eighty 6-inch lateral replacements will also be included in the project to repair mainline defects. Three residential grinders will be replaced. The project will repair and rehabilitate 80 existing manholes. Manhole rehabilitation will include activities such as replacing manhole lids, replacing manhole frames, resetting manhole frames, replacing chimney risers, epoxy coating, reconstructing the trough/bench, sealing pipe connections, sealing joint sections, cleaning manhole, and excavating manholes. Additionally, two manholes will be replaced, thirty-six manholes will be raised, and three new manholes will be installed. Several components at the City’s wastewater treatment plant have reached the design life and are no longer functioning properly and affect the plant’s ability to properly treat and record data during stormwater flows. These items include influent flow meter, comminutor, bar screen, diffusers, skimmer motors, and samplers as well as some minor piping repairs.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The City of Frenchburg Wastewater Collection System Project will rehabilitate the city’s sanitary sewer system to reduce inflow and infiltration in the system. During dry weather the treatment plant flow rate is 0.1 MGD; however, during wet weather the flow reaches over 0.5 MGD. The City’s engineer completed a Sanitary Sewer Evaluation Survey to identify the deficiencies in the collection system and develop a scope of work to address the system’s I&I. The SSES scope of work includes rehabilitating 80 manholes, installing three new manholes, replacing approximately 1,600 linear feet of 8-inch PVC gravity sewer line, spot repairs on approximately 10,000 linear feet of existing sewer line, and minor replacements and rehabilitation at the wastewater treatment plant. The pattern of peak flows suggest that the City’s infrastructure contains both inflow and infiltration. Inflow occurs as storm water and runoff enters into the collection infrastructure directly (i.e. storm drainage, down spouts, etc.). The peak flows during or immediately following a wet weather events indicate that there is direct inflow into the collection system. Infiltration occurs as ground water seeps into the wastewater collection system through cracks in sewer lines and manholes. The period of time that the peak flows continue indicates that there is also infiltration in the wastewater system.

The City would like to apply for a CWSRF 2021 Planning and Design Loan to complete the SSES. The city would then like to apply for CWSRF 2022 Construction loan to completed repair and replacements. The City of Frenchburg is a small city and may not be able to complete the SSES and bid for construction within the assistance agreement time frame for a construction loan.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
