Project Title:
Magoffin County Industrial Park Sewer Extension
Project Description:
The proposed project includes extending sewer service on US 460 west of Salyersville and a 100 GPM lift station. The project will provide service to approximately 96 customers and a new industrial park. The 96 new customers will be served by grinder pumps. Due to the extension of service, renovations at the Salyersville Waste Water Treatment Plant will be necessary. While the plant is currently rated to handle the additional capacity created by this project, there are necessary improvements that will alleviate current problems experienced at the WWTP. The upgrades to the WWTP, both chemical and physical processes, will increase the treatment efficiency of the plant. The current WWTP experiences operational problems in both the physical and chemical processes. The plant experiences phosphorous discharges above rated limits, periods of E.Coli discharges above rated limits, sludge dewatering problems, and Hydrogen Sulfide problems causing further damage to plant equipment. To remediate these processes, this project will include a phosphorous treatment facility, an electrical upgrade to the existing UV disinfection system, an improved polymer feed system and an odor control system to reduce Hydrogen Sulfide on site. The plant physical processes experiencing problems pertain largely to damage of equipment from the presence of Hydrogen Sulfide in sewage. The damage to the influent screening facility and grit removal facility will require remediation. The work scheduled for the WWTP include: Influent Headworks Improvements, Oxidation Ditch Improvements, Clarifier Improvements, Post-Treatment Disinfection Improvements, Post Aeration Improvements, Rehabilitate Existing Plant Influent Pump Station including Odor Control Facilities, and New Phosphorous Treatment Facilities.
Need For Project:

Green Infrastructure:
Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:
Component
Cost
Item 1:
Implementation of green streets.
Item 2:
Wet Weather management systems for parking areas.
Item 3:
Implementation of comprehensive urban forestry programs.
Item 4:
Stormwater harvesting and reuse.
Item 5:
Downspout disconnection.
Item 6:
Comprehensive retrofit programs designed to keep wet weather discharges out of sewer systems.
Item 7:
Establishment or restoration of riparian buffers, floodplains, wetlands or other natural features.
Item 8:
Management of wetlands.
Item 9:
Purchase of land or easements on land that has a direct benefit to water quality.
Total Cost:
* Indicates a business case may be required for this item.
If any box(es) above are checked, please describe each below.
Water Efficiency:
The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
Component
Cost
Item 1:
Installing or retrofitting water efficient devices such as plumbing fixtures and appliances (toilets, showerheads, urinals).
Item 2:
