Project Title:
Phase A - East Russellville Sewer System Rehab

Project Description:
The City is proposing a comprehensive sewer line rehabilitation and replacement project to address critical deficiencies within its wastewater infrastructure system. The existing sewer lines in the targeted project area are among the oldest in the City and were not designed to accommodate current population demands or modern wastewater flow standards. As a result, these lines are undersized and structurally deteriorated. The system has been significantly compromised by root intrusion, pipe degradation, and joint failures. This project will involve the replacement and/or rehabilitation of existing sewer lines with properly sized, modern materials designed to eliminate inflow and infiltration, improve system capacity, and restore structural integrity. The proposed improvements will enhance system reliability, protect public health and the environment, ensure regulatory compliance, and reduce long-term operational and maintenance costs. By investing in this critical infrastructure, the City will improve service delivery, support future growth, and provide a more resilient wastewater system for its residents.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The proposed sewer line rehabilitation and replacement project is necessary to address significant deficiencies in the City’s aging wastewater infrastructure. Many of the existing sewer lines are among the oldest in the system and were originally constructed with materials and capacities that no longer meet current demands. As the community has grown, these undersized lines have become increasingly inadequate to handle daily wastewater flows. Over time, the sewer system has deteriorated, with cracks, joint failures, and structural weaknesses allowing tree roots to infiltrate the lines. This intrusion restricts flow, leading to frequent blockages and backups. Additionally, the compromised condition of the pipes allows substantial inflow and infiltration (I&I) of groundwater, particularly during rain events. These issues result in system overloading, causing sanitary sewer overflows (SSOs) and the release of untreated wastewater. This poses serious risks to public health, threatens local waterways, and creates potential violations of state and federal environmental regulations. The excessive inflow of groundwater also significantly increases the volume of wastewater requiring treatment, placing an unnecessary financial burden on the City’s treatment facilities and ratepayers. Without corrective action, these problems will continue to worsen, leading to increased maintenance costs, system failures, and environmental impacts. Given the age, condition, and inadequate capacity of the existing infrastructure, this project is critical to ensuring reliable wastewater service, protecting public health and the environment, maintaining regulatory compliance, and supporting the City’s current and future needs.

No Action.
Under this option, the City would continue routine maintenance and emergency repairs as issues arise. This alternative was deemed unacceptable because it does not address the root causes of system failure. Ongoing deterioration, inflow and infiltration, and capacity limitations would continue to result in sanitary sewer overflows, increased treatment costs, and potential regulatory violations.

Alternate B:

Spot Repairs and Limited Rehabilitation
This option would involve repairing only the most severely damaged sections of sewer line and addressing blockages as they occur. While this approach would have a lower initial cost, it would not provide a long-term solution. The remaining aging infrastructure would continue to deteriorate, leading to recurring maintenance issues, continued inflow and infiltration, and system inefficiencies.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
