Project Title:
Smithland - Ledbetter Wastewater Regionalization Project

Project Description:
This sewer regionalization project is to include, and be completed in coordination with, project SX21139010 for the identification and elimination of wet weather flows in Ledbetter and Smithland. Livingston County is primarily comprised of relatively small river towns and farming communities in Western Kentucky. Of the 3 sewered communities within Livingston County, the cities of Smithland and Ledbetter have experienced struggles over the last 20 years with sanitary sewer treatment, collections, and financing of necessary system improvements. These struggles have included recurring sanitary sewer overflows and EPA Agreed Order sanctions, failing sewer treatment infrastructure, and financial burdens on these small/rural customer bases. This project has been developed to address the much-needed sewer treatment capacity, environmental protection, and long-term needs of these communities. The scope of work will include the decommissioning of the existing wastewater treatment plant facility in Smithland, through the construction of a sewer pump station and pressurized sewer force main network from Smithland approximately 9 miles to the neighboring Ledbetter community. This sewer regionalization project will also include the evaluation and rehabilitation of the existing sanitary sewer systems in each community to locate and eliminate sources of wet weather infiltration and inflow, with a primary focus on the older Smithland systems. Through completion of these efforts, the goals will be to eliminate a failing treatment facility, improve the sanitary sewer systems for continued future use and reliability, and to also establish a regional sewer system that allows for the control of sewer rates while easing the burdens of operating and maintaining 2 separate treatment systems. This project may also include improvements to the Smithland lagoon for wet weather flow buffering.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
