Project Title:
Whitesburg I&I Phase I

Project Description:
This project will be phase 1 of a sewer replacement program to address the excessive I/I in the sanitary sewer system. This excessive flow now creates issues with the treatment process. These issues led to the city being placed under an agreed order with the KY Division of Water (# 160270). An investigation of the condition of the sewer system was completed by KRWA, the City, and the city Engineer. This project will address the critical need of replacement in the area of the city known as the Upper Bottom. Work to be completed includes replacing over 12,000 linear feet of pipe and associated appurtenances in this region of the City. There will be 112 houses served by this project, as well as strengthening lines that flow through the neighborhood.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The City of Whitesburg’s aging and failing sewer infrastructure continues to have an increasing amount of infiltration, stressing the lift stations and treatment plant to their capacity. This project aims to reduce I/I in the sewer collection system, for the problem has become critical and rehabilitation is necessary.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

I/I causes water to come into the system even in periods that are considered dry. Correcting the I/I will reduce the pumping and treatment costs and will save the City on energy and chemical costs throughout the year. It will also save wear and tear on components.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
