Project Title:
WWTP for Federal Prison at Roxanna

Project Description:
The project will involve the construction of a regional wastewater treatment plant (WWTP) to support the construction and operation of an 800 acre Federal correction facility in Roxana, Kentucky located in the vicinity of Kentucky Highway 588 and Kentucky Highway 160 in Letcher County. The Federal Bureau of Prison facility will be composed of both a Federal Prison Camp (FPC), which will house approximately 256 minimum-security male inmates, and a United States Penitentiary (USP), which will house approximately 960 high-security male inmates. In addition to the 1,216 inmates, the facility will employ approximately 300 hundred full-time staff. Both the FPC and USP will generate a combined waste flow of approximately 224,000 gallons per day. Work will include the construction of a 0.5 MGD SBR type facility in the vicinity of the prison. The facility will be placed on property that allows for ease of expansion from 0.5 MGD to 1.0 MGD as development around the prison facility occurs and the need for expansion arises. In addition to the WWTP work may also include the construction of a conveyance system consisting of a duplex lift station equipped with 750 GPM variable speed drive pumps and stand-by generation along with approximately 3,000 -4,000 LF of 8 or 10-inch ductile iron force main. Note on mapping - Mapped components include two possible routes for the sewer lines and lift station to be constructed. One route will be the alternate. At the present time the FBP does not know which route will be chosen, therefore both have been mapped for purposes of funding, e-clearinghouse and environmental review.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Given the economic struggles of the region arising out of the reduction in coal production, the community is in need of the Federal Prison and the economic growth potential the prison represents. The prison will house approximately 1200 inmates and employ approximately 300 full time staff. Estimates are that the prison will infuse between 3 and 4 million dollars annually into the local economy. Sewage treatment is a necessary component of the prison facility. A decentralized approach allows the LCWSD to provide sewer services without the operational maintenance cost associated with operating 8 miles of sewage force main and 7 sewage lift stations. Given the topography of the region and the proximity of the nearest treatment facility, a decentralized treatment facility is the most economical solution. In addition to the positive economic benefits, the establishment of a decentralized treatment facility will also improve and preserve the natural beauty of the region and mitigate the human hazard associated with the domestic use and/or consumption of surface and ground water contaminated by ineffective or failing septic systems.

Collect sewage and transport to the city of Whitesburg via force main.  Given the topography and distance from the prison facility to the treatment facility this approach could prove cost ineffective.  in addition, this approach would involve one entity owning and operating the transporting facilities and a second party owning the treatment facilities.  This situation could lead to increased sewer charges for the prison.  Given the source of the sewage, pretreatment may be required prior to pumping.  Placin

Do not provide sewage service and allow the Prison Facility to relocate outside Letcher County. For the reasons explained in the "needs" section this option is not desirable and should be eliminated from consideration.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The WWTP will be fully equipped with the latest technology including I/I detection equipment to alert operators of this costly system failure so that it can be remedied at the onset and prevent major repairs. SADA will be installed to allow for off-site monitor to reduce man hours and the VFD's will increase the energy efficiency at which the plant operates.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
