Project Title:
LFUCG - Armstrong Mill PS Replacement (Delong Rd PS/FM) EH-16

Project Description:
Project includes the design and construction of the new, 5.1 mgd, Armstrong Mill PS Replacement (Delong Rd PS/FM) (DRPS). This pump station is a four-plex, submersible, sanitary PS accompanied with a building including an electrical room, odor control, and standby generator. A new, 1,800+ linear foot (LF), 14-inch force main conveys sanitary flows from the proposed DRPS to a common East Hickman force main header near the Squires Hill Road/Armstrong Mill Road intersection. The existing Armstrong Mill Pump Station (AMPS) will be decommissioned as part of the project scope and 2,000+ LF of 18-inch gravity sewer and manholes convey existing flows, and future development of 200+ acres to the proposed DRPS. The existing AMPS is currently the worst sanitary sewer overflow (SSO) in LFUCG's system which will be abated as part of the project scope. Preservation of trees are incorporated into the alignment and construction of this project. An arborist will assess and identify trees that are considered specimen trees to be preserved as a part of this project. The plans and specifications will also include special provisions for the protection of existing tress to the maximum extent practicable. Design standards, including the use of riparian buffers, are incorporated into the alignment and construction of this project. This project is proposed in LFUCG's Remedial Measures Plan (RMP), submitted to USEPA on April 13, 2012.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Existing sanitary sewer and pump station lack sufficient capacity to meet LFUCG's EPA mandated Capacity Assurance Program (CAP). This project is proposed in LFUCG's Remedial Measures Plan (RMP), submitted to USEPA on April 13, 2012 and approved on March 18, 2016. Between 2018 and 2020, AMPS averaged more than seven SSO/bypass events per year.

Construction of a wet weather storage tank at the AMPS and wet weather pumps to store peak flows until capacity is available to drain wet weather flows back into the system. This option does not provide sanitary service to all developable acres within the USA.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The one (1) associated AMPS will be replaced with new premium efficiency motors and VFDs where applicable. New, efficient motors with VFDs will be dialed down (where possible) to lower energy consumption during pumping times.
