Project Title:
Central Business District Green Infra Focus Area – Phase II

Project Description:
The central business district phase II project is a Sreen infrastructure focus area composed of several best management practices (bmps) on several properties. The primary focus area lies between the ohio river and Chestnut street extending from 2nd Street to 10th Street. BMPs will be selected based on specific site conditions and property owner issues and may include rain gardens, cisterns, dry wells, green streets, pervious pavers, green alleys, green roofs, green cross-walks, bioswales, tree wells, urban reforestation, bio-filtration, and other infiltration bmps. The projects are anticipated to enhance the quality of life in the community and reduce costs for stormwater management, primarily by reducing flows into the combined sewer system (css) and thereby reducing combined sewer overflow discharge volume and frequency as well as the volume of stormwater treated at the regional treatment Center. for phase I of this project, Green alleys will be constructed up to $1,900,000 in 2011. for phase II additional alleys will be selected for construction accounting for the remaining $1,900,000 of the project cost. Since MSD will be designing all of the Green alleys in house, all funds will be used for construction.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The projects are anticipated to enhance the quality of life in the community and reduce costs for stormwater management, primarily by reducing flows into the combined sewer system (css) and thereby reducing combined sewer overflow discharge volume and frequency as well as the volume of stormwater treated at the regional treatment Center.

Green parking lots, green alleys, green cross-walks and green streets are project alternatives for the southwest greenway and parkway focus area that would convert existing impervious parking lots, alleys, cross-walks and streets.

Alternate B:

Green roofs are one alternative to control stormwater runoff from rooftops and improve energy efficiency of office and residential buildings.  Green roofs may include shallow tray roof systems (extensive) or more robust deep bed systems.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
