Project Title:
Hite Creek Water Quality Treatment Center

Project Description:
Rehabilitation and expansion of Hite Creek (HC) Water Quality Treatment Center (WQTC) will consist of an expansion of the WQTC from 6.0 MGD to 9.0 MGD average daily flow and 24.0 MGD wet weather flow. The increase in capacity will eliminate SSOs upstream of the facility and allow for future growth demands. Rehabilitation of aging infrastructure will include the replacement of bar screens, existing ultraviolet (UV) system, and sludge holding tank blowers. The addition of aeration capacity/nutrient removal, aeration tank blower expansion and new tertiary disc filtration will increase treatment capacity to allow for future needs with the plant expecting to exceed the 6.0 MGD treatment capacity by 2021. This project will also provide the first regional plant with the ability to dewater sludge on-site eliminating over 400 truck loads of sludge being trucked to Morris Forman Treatment Center on the other side of the county. The rehabilitation of the original clarifiers for centrate equalization will also be an upgrade associate with the dewatering process. The project includes a treated effluent recycle system to supply non-potable water throughout the plant for general water use. The inclusion of this system prevents (backflow-prevented) potable water use for the same demands. Plant effluent will be supplied to continuous water uses like spray bars and polymer make-up water and periodic water uses like clean-up water. Following the project, potable water use will be limited to the administration building potable water demands.This feature will help with water efficiency and help plan for sustainable infrastructure.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Hite Creek WQTC was originally built in 1964 and is degrading. The current capacity of 6.0 MGD will only sustain the current growth and treatment capacity needs through 2021. The improvements for this project are also necessary for introducing the first regional plant with dewatering capabilities. This dewatering capacity will have a reduction on over 400 truck loads to the Morris Forman (MF) WQTC.

A "doing nothing approach" is unacceptable since peak flow treatment capacity to eliminate SSOs will not be provided.  Further, anticipated growth will will exceed treatment capacity by 2021.

Alternate B:

Alternative B includes renewal of aging equipment (bar screen, ultraviolet (UV) disinfection system, sludge holding tank blowers and electrical gear), an increase treatment capacity to 9 mgd through addition of a biological nutrient removal process including new high efficiency blowers, replacement of ineffective sand filtration equipment with newer disc filtration equipment, and addition of a new sludge dewatering system to reduce the number of sludge hauling vehicles on the road. Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The project includes a new dissolved oxygen control based system to match the aeration supplied with the variable demand in the wastewater. The new high-efficiency blowers will automatically modulate their output with VFDs to match demand and, due to he new design of the blowers, they maintain operationally efficiency throughout their range of turn-down. The project also includes a biological nutrient removal process to reduce overall energy applied through the aeration process by recycling nitrate. in addition to energy savings, the new process will reduce total nitrogen discharge to the environment and allow for biological phosphorus removal, thereby reducing the extent of chemical addition to meet phosphorus limits.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:

Louisville MSD has completed an extensive analysis of the flood protection from the Ohio River, wastewater facilities , and storm water systems that has lead to the 20-year comprehensive Critical Repair & Reinvestment Plan that addresses the challenges posed by Louisville’s aging infrastructure. Louisville MSD maintains an active asset inventory of all flood protection, sanitary sewer and stormwater assets managed through our Lojic system. This comprehensive plan is a available on Louisville MSD's website in accordance with the Agreed Order.
