Project Title:
Meadowstream Pump Station Forcemain Connection

Project Description:
New pump station forcemain connection infrastructure will be installed in which a portion of the flow that would originally be going to Hite Creek will have the option to be diverted to the Oldham County Environmental Authority (OCEA) Wastewater Treatment Plant (WWTP), which can provide flexibility to both plants. A temporary pump quick connect will be installed to allow for future operation between OCEA Regional Plant and Hite Creek Water Quality Treatment Center WQTC. The project will consist of three precast valve vaults and approximately 500 linear feet (LF) of 12-inch force main at the OCEA WWTP, along the access road on previously disturbed land. All land is owned by the Louisville Metropolitan Sewer District (MSD) and no easements are required.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The forcemain connection structures will provide interconnection between the Hite Creek Water Quality Treatment Center and the OCEA South Regional Wastewater Treatment Plant and allows flexibility for the operations of both plants. The ability to divert flow out of the Meadowstream PS force main away from the Hite Creek plant and redirect it to the OCEA South Regional Plant will be important during some phases of the Hite Creek reconstruction when tanks and or processes will be out of service.

Alternative A includes the installation of diversion vault structures which includes separate meter and valve vaults at the OCWEA WWTP. It will also include the installation of 500 LF of 12-inch force main.

Alternative A offers operational flexibility at both plants

Alternate B:

Alternative B is for no structures to be installed at the OCEA WWTP and to leave the two, existing plants disconnected. 

Alternative B is Status Quo and offers no flexibility.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

Louisville MSD has an Asset Management Plan (AMP). Their AMP includes an Asset Inventory (uploaded). Louisville MSD also has a Strategic Plan & Capital Improvement Plan (CIP) as well. 

Louisville MSD also has an account that has specifically allocated funds for the rehabilitation and replacement of aging and deteriorating infrastructure. We have uploaded the Monthly Executive Report for Louisville MSD's Capital Program and Financial Update from September 30th, 2020.
